Description
Estimated list of supplies and quantity This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC) intends to award a one year fixed price purchase order to Ortho-Clinical Diagnostics, Inc., Raritan, NJ 08869-1424 for the acquisition of reagents used in patient and donor testing. The proposed vendor, Ortho Clinical Diagnostics Inc. (OCD), an affiliate company of Johnson & Johnson Health Care System Inc. is the only known manufacturer and trademark holder of the OCD reagents that must be used with the ORTHO ProVue TM instrumentation currently in place for blood testing at the National Institutes of Health, Transfusion Services Lab. The requested reagents are used for compatibility testing performed on the OCD instrument, the ORTHO ProVue TM. The reagents are required to perform type, screens and cross matches necessary for patient testing prior to transfusion. Without these reagents patients in the Clinical Center cannot receive the transfusions necessary for their treatment per protocols at the NIH. These items or its equivalent if an upgraded product need to be awarded on/or before February 20, 2014 to ensure continued antigen and antibody testing of blood products. The estimated schedule of supply is attached to this notice. The comprehensive system of instruments and consumables is necessary to produce a complete testing result. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for the competition requirements of Part 6. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. The government reserves the right to increase quantity, pursuant to FAR 52.217-6. The purchase order shall not exceed the simplified acquisition threshold.
