Description
The USDA Foreign Animal Disease Diagnostic Laboratory (FADDL) in Orient Point, NY intends to award a purchase order on a sole source basis, under the authority of FAR Part 13.106 (b), to the Central Veterinary Institute (CVI), Wageningen UR located in Lelystad, The Netherlands. The purchase order is for the Hybridoma cell line responsible for the production of the monoclonal antibody V7 against the Classical Swine Fever (CSF) E2 protein. The Hybridoma will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on CVI being the sole owner of the rights to the Hybridoma cell line. Although many monoclonal antibodies specific for binding to various regions of the structural E2 protein of Classical Swine Fever Virus exist, none of them tested to date offer the following unique and/or combined features as the V7 monoclonal antibody does. This is likely due to the unique epitope within the E2 protein recognized by the V7 monoclonal, an epitope which has not to date been definitively mapped. The properties seen in experiments using the V7 monoclonal show unique specifications needed by the FADDL Diagnostic Services Section for better CSF surveillance testing results. The anticipated total value of the purchase order is EUR 40,000.00. This is not a request for quotation. However, all interested parties may contact the Contract Specialist listed below. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide a monoclonal antibody as effective as the one produced by the Hybridoma cell line from CVI. Responses must be submitted electronically, via email, to michael.j.chiodi@aphis.usda.gov. The deadline for the submittal of responses is 3:00 pm central time, February 6, 2014.
