- SOURCES SOUGHT FOR MARKET RESEARCH Architect-Engineer (A-E) Cadastral Services for The Department of the Interior, Bureau of Land Management (BLM) Idaho In accordance with FAR 15.201(c)(3) this is a SOURCES SOUGHT FOR MARKET RESEARCH ONLY. This notice is a request for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION ANNOUNCEMENT, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, OR A REQUEST FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. The information received will be used within the Department of the Interior, Bureau of Land Management (BLM) to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Women Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Businesses, Total Small Business, or whether to issue as full and open competition (unrestricted). The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to provide Architect- Engineer (A-E) Cadastral Services for work assigned by The Department of the Interior, Bureau of Land Management (BLM) in Idaho. A determination by the Government to compete The anticipated firm fixed price indefinite delivery indefinite quantity multi-award contracts are expected to have a total maximum value of $16M over the life of the contracts. The contracts shall be structured to include a base period of 12 months and four one-year option periods. The contracts shall not exceed 5 years or $16M. The estimated minimum task order value is $2,500. The NAICS code for these contracts is 541370 - Surveying and Mapping (except Geophysical) Services and the size standard is $14M. The required services are to execute boundary surveys and related services for the BLM in the State of Idaho. Surveys will be: (1) federal authority surveys for the identification of boundaries of federal or trust lands and other administrative purposes; and, (2) administrative surveys that may be done under state of Idaho laws and rules pertaining to the practice of the profession of land surveying. Primary Tasks (see questionnaire item #3, below) anticipated under this contract(s) are: 1.Retracements, surveys, dependent resurveys, subdivision of section surveys, including three-mile method of subdivision, within the Public Land Survey System, and/or metes and bounds surveys, homestead entry surveys, mineral surveys, the meandering of bodies of water, and posting and marking boundary lines; 2.The search for and evaluation of records; 3.The search for and evaluation of collateral and physical evidence; 4.Field data collection and measurements; 5.Documentation of corner point establishment or (re)establishment, and monumentation; 6.Preparation and submission of field tablets, reports, draft field notes, and preliminary plats; 7.Marking and posting of true line; and 8.Preparation of documents for the Department of Interior Land Boundary Evidence Standards. Interested parties must be architectural and engineering or Land Surveying firms. The required discipline is Professional Land Surveying Services with additional related support disciplines. The Idaho PLS Project Surveyor must be a Registered Land Surveyor in the State of Idaho with a current license in good standing. The contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary (except as furnished by the U.S. Department of Interior, BLM). All interested firms should answer the following questionnaire (attached). This information will be used only to determine if there is interest by qualified firms and will not be used in award.
