Attachment 1 - Schedule of Prices Attachment 2 - RFQ Information Sheet This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Firm Fixed-Priced quotations are being requested and a written solicitation will not be issued. The solicitation number is NAMA-14-Q-0029 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 effective January 1, 2014. This is an unrestricted acquisition, issued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The National Archives and Records Administration (NARA) intends to issue a contract(s) with firm fixed-priced contract line items (CLINs). EVALUATION: This is an unrestricted procurement, subject to Full and Open Competition. The Government reserves the right to issue multiple contracts, as well as, award on the initial quote without discussions of this procurement. Evaluation and award will be in accordance with the procedures of FAR 13.5 in conjunction with Subpart 13.106 Soliciting Competition, Evaluation of Quotations or Offers, Award and Documentation and in accordance with the guidance at FAR 12.301(c)(2). A contract will be issued to the Contractor(s) whose conforming quotation in response to the RFQ will be most advantageous to the Government. Best value for this procurement will be obtained through a lowest price technically acceptable evaluation. For evaluation purposes, the firm-fixed price for each CLIN will be determined by multiplying the Unit Price by the Quantity of units, and the total fixed price will be determined by summing the firm-fixed price of all CLINs. Contractors must provide pricing for each CLIN, including any Option CLINs. BACKGROUND: The purpose of this procurement is to purchase maintenance and repair services for 12 Ampex Audio ATR tape machines at the National Archives at College Park. REQUIREMENTS: See Attachment 1, Schedule of Prices. Contractors must submit their pricing (USD) in accordance with RFQ Attachment 1, Schedule of Prices. Contractors must complete and submit Attachment 2, RFQ Information Sheet. See Attachment 3, Performance Work Statement. QUESTIONS: Questions regarding this RFQ must be submitted in writing to Ms. Cynthia Jones no later than 12:00 PM ET on February 5, 2014. Questions submitted in any other manner will not be answered. The Government will answer questions or requests for clarification via a written RFQ amendment. SUBMISSION OF QUOTATIONS: One (1) copy of each quotation should be mailed to National Archives and Records Administration (NARA), Attention: Ms. Cynthia Jones (NAMA-14-Q-0029), 8601 Adelphi Road, Room 3400, College Park, MD 20740-6001 or e-mailed to: cynthia.jones@nara.gov. Quotations should be received by 12:00 PM ET on February 13, 2014. Failure to submit quotations by the due date may result in rejection of the quotation as untimely. Contractors submitting via e-mail are cautioned to allow one extra business day for delivery and confirm receipt of quotation as the e-mail will need to pass through IT security. The audio lab has a total of seven (7) Ampex Audio ATR 102 tape machines and five (5) Ampex Audio ATR 104 tape machines that are currently in need of preventive maintenance, cleaning, calibration, and repair. Note: The tape machines are originally factory built but have been modified slightly to provide additional functions and handling of tape to ensure the safe and proper playback of archival ¼" material. The tape machines will need ongoing maintenance and /or repair in the future. To do preservation reformatting of audio recordings, the ¼" Ampex ATR series tape machines must operate correctly and perform at original customized specifications. 2.0 BASIC REQUIREMENTS 2.1 General Requirements: SERVICES TO BE PURCHASED Qty Services 7 Ampex ATR 102, ¼" analog tape machines - Pick Up and Drop Off, Bench Test, Preventive Maintenance, Cleaning, Calibration, and Repair/Remanufacture to customized specifications 5 Ampex ATR 104, ¼" analog tape machines - Pick Up and Drop Off, Bench Test, Preventive Maintenance, Cleaning, Calibration, and Repair/Remanufacture to customized specifications 2.1.1 Base Year Bench Test A. Vendor shall perform a bench test of all 12 (twelve) tape machines to test and evaluate the operational and repair needs necessary to bring the tape machines to customized specifications. B. Tape machines may be tested onsite or offsite. If offsite testing is necessary, vendor shall pick up only four (4) tape machines at a time. Subsequent pickups can be made once machines are returned. C. Pick up and drop off of tape machines and all onsite testing shall be coordinated with the NARA Point of Contact or his designated representative. D. Bench testing shall be completed within fourteen (14) days of the coordinated start date. 2.1.2 Base Year Bench Test Report Submission A. Prior to any work being done on the tape machines, vendor shall submit a detailed report to the NARA Point of Contact outlining the maintenance and repair needs identified during the bench test. B. The report shall be submitted seven (7) days after completing the bench testing of all tape machines. 2.1.3 Repairs A. Vendor shall conduct repairs as indicated in the Bench Test Report. B. All onsite and offsite repair work shall be coordinated with the NARA Point of Contact or his designated representative. C. If offsite repair work is necessary, vendor may pick up only four (4) tape machines at a time. Subsequent pickups can be made once machines are returned. D. Vendor shall perform repair, following factory service/repair manual recommendations and, at a minimum, shall include: - Replacement of worn/broken parts - Rebuild motors and mechanical systems - Rebuild/replace switches - Final calibration to customized specifications - Does not include cosmetic details such as new painting and silk-screening E. Vendor shall submit a report for each tape machine to the NARA Point of Contact outlining the repairs completed. The report shall be submitted within seven (7) days after completion of repair work. F. The NARA Point of Contact and staff will test the full functionality of the tape machines to determine if the repaired tape machines are operating to customized specifications. The testing will be conducted within seven (7) days after receiving the vendors report of repairs completed. G. Repair work shall be completed on all tape machines within forty-five (45) days of the coordinated start date. Acceptance is contingent on full functionality of serviced equipment. 2.1 4 Repair Service Calls A. In the event of a tape machine malfunction, the vendor will be notified by the NARA Point of Contact or his designated representative. The vendor shall respond via telephone or email to the Point of Contact or designated representative within three (3) days after receipt of notification. B. The vendor shall arrange to service the tape machine within the next three (3) days. C. All onsite and offsite repair work shall be coordinated with the NARA Point of Contact or his designated representative. Acceptance is contingent on full functionality of serviced equipment. 2.1.5 Onsite Preventive Maintenance, Cleaning, and Calibration A. Vendor will be notified by the NARA Point of Contact or his designated representative to conduct preventive maintenance, cleaning, and calibration procedures on all twelve (12) tape machines. B. Preventative maintenance, cleaning, and calibration shall be performed on all tape machines whether tape machines are showing signs of disrepair or functioning correctly. This is to ensure that the tape machines are mechanically and electronically calibrated to customized standards. C. Vendor shall perform preventive maintenance, cleaning, and calibration following factory service/repair manual recommendations and, at a minimum, shall include: - Cleaning - Replacement of rollers and belts - Check of brake torque - Check of motors and tension regulators - Check of head wear - Head degauss - Control and operational check - Check of link, drive, torque, tape run, power supplies, servos, audio, etc. - Alignment and calibration of the above D. Preventative maintenance, cleaning, and calibration shall be performed four (4) times a year. E. Preventative maintenance, cleaning, and calibration shall be completed on all tape machines within thirty (30) days of the coordinated start date. F. Vendor shall submit a bench test report within seven (7) days after completing preventative maintenance, cleaning, and calibration procedures. G. The NARA Point of Contact and staff will evaluate the working condition of the tape machines. 2.1.6 Pick Up and Drop Off Vendor shall pick up from and return all serviced/repaired tape machines to the National Archives at College Park, 3301 Metzerott Road, Room B740, College Park, MD 20740. 3.0 PLACE OF PERFORMANCE Services may be performed at and equipment will be delivered to the following location: Digitization Services (VIS) 3301 Metzerott Road, Room B740, College Park, MD 20740 Entrance for delivery will be via Metzerott Road 4.0 PERIOD OF PERFORMANCE The period will be for one base year plus four (4) option years. 5.0 HOURS OF OPERATION Work shall be undertaken during regular business hours, Monday through Friday, 8a.m.-4p.m. EST unless mutually agreed upon by the NARA Point of Contact and the Contractor. 6.0 TASKS AND DELIVERABLES The deliverables are discussed in paragraph 2.1 above. 6.1 No transportation or travel expenses will be paid. 6.2 Vendor must accept direct deposit for payment. INVOICE SUBMISSION REQUIREMENTS A. The preferred method for invoicing is through the Invoice Processing Platform (IPP) which is a secure web-based electronic invoicing and payment information system. This service is provided by the U.S. Treasury's Bureau of the Fiscal Service free of charge to federal agencies and contractors. IPP allows contractors to view information regarding their contracts and orders, electronically submit invoices and view payment information. B. The IPP website address is https://www.ipp.gov. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
