Description
Justification of Other Than Full and Open Competition THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72. The associated North American Industrial Classification System (NAICS) code for this requirement is 541519 - Information Technology Value Added Resellers, with a small business size standard of 150 employees. This requirement is 100% set-aside for small business. The Office of Information Systems Management (OISM) and the National Institute of Standards and Technology (NIST) require Symantec's Managed Public Key Infrastructure (MPKI) Secure Socket Layer (SSL) certificates to NIST staff who administer SSL web servers. All line items are BRAND NAME ONLY requirements. Please see attached Justification for Other than Full and Open Competition. All interested Contractors shall provide a firm fixed price quote that meets the minimum specifications for the following: Line Item 0001: Qty. 160 each Symantec MPKI for SSL Standard Certificate Units Period of Performance: 12 months Delivery Terms Delivery terms shall be FOB Destination, via download. Technical Evaluation Criteria Award shall be made to the firm who provides the lowest priced, technically acceptable quote and has satisfactory past performance. Technical acceptability means that the quote is for the specified brand name item. Quotation Submission Instructions All vendors shall submit the following to Maisie Meade, Contract Specialist at Maisie.meade@nist.gov; 1) An electronic version of a quotation which addresses all of the above items; 2) Technical description, specifications, and/or product Literature with enough information for the Government to be able to determine that the item(s) quoted meet the Government's requirement; 3) Documentation that the offeror is an authorized reseller of Symantec products and services. 4) Offeror has Completed Reps & Certs (FAR 52.212-3), or acknowledgement that online Reps & Certs, via SAM.gov are current. 5) Two relevant past performance references that include the Contracting Officer Name, Contact Information, Award Number, and Value. This is an Open Market Combined Synopsis/Solicitation for item(s) as defined herein. The Government intends to award one Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotations must be submitted electronically via Email, and be received not later than 12:00pm on February 4, 2013. E-mail quotations shall not be deemed received until the quotation is entered in the e-mail inbox at Maisie.meade@nist.gov. Technical acceptability means that the quote meets all of the stated minimum specifications. 52.212-3 Offerors Representations and Certifications- Commercial Items. 52.219-1 Small Business Concern Representation. Offerors may complete annual representations and certifications on-line at http://www.SAM.gov in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required.
