Description
The Interior Business Center (IBC), Acquisition Services Directorate (AQD), Boise, ID in support of the Department of the Interior's (DO) Bureau of Land Management (BLM) is issuing a request for proposals for an exclusive use, contractor-operated, contractor-maintained, fixed-wing aircraft. The aircraft will be utilized by BLM for Air Attack operations associated with fire management and for other resource program requirements. The aircraft's reporting base will be Reno, NV; however, BLM may assign the aircraft to other locations, including Alaska. The annual exclusive use period is 90 calendar days. The exclusive use period may be extended depending upon the severity of the fire season and the Government's needs. The Government plans to award a five year contract under which annual orders will be issued for each fire season. The anticipated issue date of the solicitation is January 30, 2014, with a projected closing date for offers of February 21, 2014. This solicitation is set-aside for small business concerns. The NAICS code is 481211, Other Nonscheduled Chartered Passenger Air Transportation, which has a small business size standard of 1,500 employees. The solicitation contains minimum aircraft performance requirements; however, the solicitation also includes higher 'target' performance capability requirements. The Government will award a contract in accordance with the best-value trade-off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov, formerly known as CCR, in order to receive an award.
