PRE-SOLICITATION NOTICE FOR CARDIOVASCULAR MRI SERVICES. Note: This synopsis follows a Small Business Sources Sought notice that was released on December 18, 2013 under Sources Sought number HHSN-NIH-NHLBI-SBSS-013. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) has a need to obtain support services to improve the diagnostic quality and patient experience of pediatric MRI and improve the patient safety of cardiovascular interventional procedures through the use of the radiation sparing and superior tissue visualization properties of MRI. An important goal of NHLBI is the dissemination of new diagnostic techniques and treatments developed at the NIH. The Institute is committed to seeking out patient groups that would benefit the most from such new techniques. Since cardiovascular magnetic resonance imaging (CMRI) can be performed without the use of ionizing radiation, it has some inherent advantages for the pediatric patient population, who are especially sensitive to radiation. However, the area of pediatric CMRI has traditionally been difficult to enter for the NHLBI due to a limited opportunity for pediatric patient recruitment at the NIH. Consequently, the NHLBI has sought to form strategic partnerships with pediatric hospital centers to provide pediatric patients with access to state-of-the-art cardiac MRI and to provide the NHLBI scientific teams with access to a broad range of problems and cases to enable further improvements of novel treatments and techniques. The NHLBI has determined that the best setting for deployment and development of new techniques is a combined X-Ray MRI (XMR) suite located at a facility with a large pediatric patient volume. The purpose of this acquisition is for the contractor to provide a facility with an XMR suite and to provide staffing and professional services needed to support the contract. THIS PROCUREMENT IS UNRESTRICTED ALL INTERESTED OFFERORS MAY SUBMIT A PROPOSAL. The standard classification NAICS code is 541990 - All Other Professional, Scientific and Technical Services with a small business size standard of $14.0 million. NHLBI plans to award one (1) cost-reimbursement, option-type contract with a one-year base period and four (4) one-year options. Source selection will be based on a best value trade-off evaluation. This is a presolicitation notice only, and not a request for proposal (RFP). The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov. The solicitation is anticipated for release to the vendor community on or about February 14, 2014 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
