- A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. If your firm is a Small Business, certified HUBZONE, 8A, Woman Owned Small Business or Service Disabled Veteran Owned Business and you are interested in this project please respond appropriately. The proposed project is for the construction of a 600-member Army Reserve Center (ARC) training building (68,969 sf), Organizational Maintenance Shop (OMS) (9,765 sf) an unheated storage building (4,708 sf) on fifteen acres of land. Buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, roof, Heating, Ventilation, and Air Conditioning (HVAC), plumbing, mechanical systems, security systems, and electrical systems. Supporting facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. Accessibility for the disabled will be provided. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollards will be used to prevent access when standoff distances cannot be maintained. Contract duration is estimated at 680 days. The estimated cost range is $10M - $25M. NAICS is 236220. All interested Small Businesses, certified HUBZONE, 8A, or Service Disabled Veteran Owned Business contractors should respond to this survey by email on 13 February 2014 by 12:00 Eastern Standard Time. Responses should include: (1) Identification and verification of the company's small business status. (2) The level of performance and payment bonding capacity that the company could attain for the proposed project. (3) Descriptions of Experience - Provide descriptions your firm's past experience on projects with greater than 90% construction complete or those projects completed within the last five years which are similar to this project in size and scope. Provide documentation demonstrating construction experience for projects of similar type buildings involving management of multiple sub-contractors. Additionally, the following capabilities are required for successful contract performance: (1) Familiarity of USGBC LEED Silver certification requirements and accredited USGBC staff professional; (2) environmental compliance with Clean Water Act permitting under Section 401 & 404; (3) environmental compliance with regard to protection of endangered plant and animal species; (4) Demonstrated knowledge & past experience of specialized seismic multi-story superstructures & restraint roof systems requiring registered engineers & certified roof observer on staff for fabrication and construction. (5) Specialized IT systems requiring registered communications distribution designer; (6) Demonstrated knowledge & past experience of construction in Matt foundation systems requiring groundwater control, dewatering, shoring and construction integration with seismic systems of multi-story gravity and lateral bracing systems. (7) Experience working with Federal Government contracts and interfacing with the local governments in terms of permitting and building code requirements. (8) Demonstrated knowledge & past experience of construction complex Infrastructure projects for roads, and utilities requiring integration with coordinating municipal agencies and utility agencies. (9) Demonstrated knowledge & past experience of construction of Anti-Terrorism Force Protection (ATFP) requirements as outlined in the Protective Design Center (PDC) Standard 10 and integration into the construction of Foundations, building superstructure and building envelope/assemblies. a. Projects considered similar in scope to this project include: new construction of army reserve centers, armed forces training centers, office complexes, education facilities, vehicle maintenance shops with office complexes of similar sf. Renovation projects are not considered similar in scope. b. Projects similar in size will include: new construction projects with a single building or multiple buildings with a combined total of 60,000 SF. Projects similar in dollar value to this project include original contract amounts of $15,000,000. Based on definitions above, for each project submitted include: a.current percentage of construction complete and the date when it was or will be completed. b.scope of the project c.size of the project d.dollar value of the project: e.the portion and percentage of work that was self performed, f.whether the project was design bid build or not (4) A statement of the portion of the work that will be self performed on this project, and how it will be accomplished.
