- Description
- NASA/JSC has a requirement for Observatory Control System (OCS) software, version 1.7. NASA/JSC intends to purchase this software from Euclid Research Corporation. Euclid Research Corporation has previously developed proprietary command and control software, OCS versions 1.5 and 1.6 for NASA/JSC's Meter Class Autonomous Telescope (MCAT). The OCS software links every component of the MCAT system together, and allows NASA to operate the MCAT autonomously.OCS 1.7, the new iteration of this software, will further refine OCS versions 1.5 and 1.6. This software is proprietary to Euclid Research Corporation and NASA's MCAT, dome, control computers, weather sensors, and seeing monitors have all been procured specifically to integrate with the OCS software. This is the only software that is compatible with the MCAT system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. CST on February 6, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
