Description
Description This Request for Information (RFI) issued by Customs and Border Protection (CBP) is designed solely to assist CBP in performing Market Research in accordance with FAR Part 10 and for making a small-business set-aside determination in accordance with FAR 19.5. This RFI does not constitute an Invitation for Bids, Request for Proposal, or Request for Quotes. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Those who respond to this RFI should not anticipate feedback concerning its submission other than acknowledgment of receipt of the information. This RFI does not commit the Government to contract for any supply or service. CBP is not seeking proposals at this time. Additionally, the Government will not provide reimbursement for any information that may be submitted in response to this RFI. Respondents are solely responsible for all expenses associated with responding to this RFI. Note that responses should not take the form of a proposal and will not be understood as such. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Federal Government and will not be returned. Background Information In support of the Department of Homeland Security (DHS), U.S. Customs and Border Protection's (CBP), Directive No. 51410-023 Physical Fitness Program's (Pilot) goal to create and support a culture within CBP where physical fitness is promoted across CBP, the Office of Technology Innovation and Acquisition (OTIA) seeks a contract with a fitness center to support and promote employees health and wellness. Contract Type, Length, and Number of Memberships The contractor shall provide access to a physical fitness facility(s) for use by CBP/OTIA uniformed service and other government personnel assigned to 1901 South Bell Street, Arlington, VA 22202. CBP/OTIA currently has about 110 members of varying participation levels. Future participation could increase or decrease. CBP is seeking industry feedback on ways to structure this contract. CBP has permanent personnel assigned to 1901 South Bell Street, Arlington, VA 22202 who will make use of this facility. CBP also has temporary personnel at 1901 South Bell Street, Arlington, VA 22202 who will require access to the facility for a shorter length of time. Please provide feedback on the following contract structures: •· (1) Fixed Monthly Fee : CBP is interested in paying a contractor a fixed monthly fee for unlimited access to the vendors' fitness facility or facilities. There would be no individual memberships - although contractors could issue cards to individuals for the purpose of obtaining access to the facility. Although there would be no individual memberships, if necessary, CBP is willing to cap the number of individuals who could be active under the contract at any one time. For example, for a fixed fee of $X per month, up to 150 CBP/OTIA employees could be active on the contract. Regardless of whether 90 or 150 people are active on the contract, CBP would pay the same fixed fee per month. •· (2) Individual Memberships : CBP is seeking information regarding the contractor's willingness to provide memberships of different lengths. Due to the fact that CBP has both permanent personnel and temporary personnel assigned to 1901 South Bell Street, Arlington, VA 22202, memberships of varying lengths are desired. (3) Any other advantageous contract structure : CBP/OTIA welcomes your insights and ideas. CBP is considering a contract with a 12-month base period and 4 1-year options for a potential contract length of 5 years - regardless of the contract structure. Technical Requirements A contractor may have more than 1 facility in the Washington DC area. However, at least 1 facility must be located approximately one (1) mile walking distance of 1901 South Bell Street, Arlington, Virginia 22202. CBP desires facilities that open no later than 5:00 a.m. and close no earlier than 8:00 p.m. during weekdays. Weekend hours may be flexible. The Government is seeking contractors with facilities that have the following capabilities: •· * cardiovascular/aerobic exercise equipment, including, but not limited to: elliptical machines, treadmills, stair climbers, rowing machines, and stationary bikes. •· * weight training machines and equipment including, but not limited to: stack/rack and plate-loaded machines such as arm curl, chest press, leg press, leg extension and lateral pull-down. •· * fitness/resistance exercise equipment, such as medicine/weighted balls, yoga and/or bosu balls, and resistance bands. The contractor's facility(s) should contain a weight room or area with a variety of free standing weights of different sizes and types, such as: dumb bells, barbells and kettle balls. The contractor's facility(s) should offer a variety of exercise classes. Examples include group exercise classes, such as: pilate, yoga, dance, step, kickboxing, sports specific programming, cycle. The membership price must be inclusive of all classes offered. The contractor's facility(s) must contain locker rooms and shower facilities. The contractor's fitness center staff must be certified by at least one (1) nationally recognized personal training organization. Fitness center staff should have current CPR certification, and nationally recognized instructor certification or degree: ACE, AFAA, ACSM preferred. Special Invoicing Requirement Regardless of the contract structure, the Government is willing to pay on a monthly basis and is aware that industry standard is to prepay for a month of access. However, the Government is unable, by law, to prepay for fitness services. The Government must pay membership fees in arrears. For example, for the January 1 through January 31 monthly timeframe, industry standard is to pay around, or prior to, January 1. However, for this contract, the contractor can invoice the Government for the January 1 through January 31 monthly timeframe no earlier than February 1. Again, the Government is willing to pay on a monthly basis, but is unable, by law, to prepay. Any form of prepayment is non-negotiable. Individual Membership Terminations Should the Government choose a contract structure with individual memberships, the Government desires the ability to terminate individual memberships with a 30-day written notice. Should the Government choose a contract structure with a fixed fee and no individual memberships, it is not necessary for the Government to terminate an individual membership with a 30-day written notice. However, it is necessary for the contractor to have the ability to document all CBP/OTIA individuals with access to the fitness facility at any one time. Small Business Set-Aside Determination In accordance with FAR 19.5, Set-Asides for Small Business, the Government seeks information in order to determine if a small business set-aside is appropriate for this procurement. Firms that qualify as a small business under the size standard for the North American Industry Classification System (NAICS) 713940, Fitness and Recreational Sports Centers ($7.0 million in annual revenue) are highly encouraged to respond to this RFI with information attesting to their ability to provide the required services. Please indicate if your firm qualifies for one or more of the following United States Small Business Administration programs: •· * Small Business Program •· * Small Disadvantaged Business Program •· * Service-Disabled Veteran-Owned Small Business Program •· * Women-Owned Small Business (WOSB) Program •· * Historically Underutilized Business Zone (HUBZone) Program How to Respond Responses should be (1) no longer than 5 pages (2) in PDF format and (3) received by the Government no later than 5:00 PM EST Wednesday February 5, 2014. Should you have any questions, please submit those questions only via email to the same address. Your response should address, at minimum, the following: •1. (1) Contact information including name, email, and phone; •2. (2) Ability to accommodate the estimated number of active members; •3. (3) Willingness to enter a contract with a fixed monthly fee for unlimited access to fitness facility or facilities. If so, would CBP be required to cap the number of active individuals on contract? Please discuss pricing options for a fixed fee with (1) no cap on the number of active individuals (2) a cap of 100 active individuals (3) a cap of 150 active individuals (4) a cap of 200 active individuals and (5) a cap of 250 active individuals. •4. (4) Willingness to enter a contract with several different membership lengths, as well as, flexibility in providing membership lengths of (1) 1 month (2) 3 months (3) 6 months (4) 9 months and (5) 12 months. Potential pricing for those different membership lengths. (5)Please provide feedback, and potential pricing, on any other advantageous contract structures the Government should consider. (6)Ability to provide the technical requirements as stated in this RFI specifically concentrating on the facility within approximately 1 mile walking distance of 1901 South Bell Street, Arlington, Virginia 22202. Please specifically state whether your firm's only location is within 1 mile walking distance of 1901 South Bell Street, Arlington, Virginia 22202 or whether your firm has multiple facilities in the Washington, DC region ; (7) Willingness to accommodate the special invoicing requirement as stated in this RFI; •7. (8) Willingness to provide the Government with the ability to terminate individual memberships with a 30-day written notification, as well as, a system to track active individuals; and •8. (9) Whether your firm qualifies as a small business under NAICS code 713940. If your firm qualifies as a small business, does it qualify as a certain category of small business?
