- **please see attachment for full RFI information** BE ADVISED SOLICITATION NUMBER HAS CHANGED *ALL QUESTIONS SHALL BE SUBMITTED NLT 31, JAN. 2014* 1.0Purpose of this RFI This Request for Information (RFI) is being issued by the Defense Health Agency (DHA) Contract Operations Division - Falls Church (COD-FC) to conduct market research on the industry's ability to perform continuing development services to enhance the Department of Defense (DoD) Integrated Disability Evaluation System (IDES) Electronic Case File Transfer (eCFT) application. 2.0Background The IDES is used by the DoD and Veterans Affairs (VA) to evaluate Service members for medical fitness and continued service, and determines appropriate compensation. The Secretaries of the Department of Defense and Veterans Affairs directed implementation of a paperless, searchable electronic case file transfer system with the intent to eliminate paper records and mailing of IDES case files between the departments. In response, the Departments developed the eCFT that consumes the IDES paper case file (up to 25 MB) and transmits the case file (documents) electronically to the various stages of the IDES process for the Military Departments and VA. These documents include administrative documents, Service Treatment Records (STRs), Medical Evaluation Board (MEB) and Physical Evaluation Board (PEB) reports, Veterans Affairs medical examination reports, and Veterans Affairs proposed ratings and final benefits determinations reports. Implementation began in September 2012 and was suspended in December 2012 to complete enhancements that will eliminate manual intervention and latency when sending the electronic case files to the VA.
