Pricing template This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures, FAR Subpart 13.5-Test Program for Certain Commercial Items, and FAR Part 12-Acquisition of Commercial Items. The solicitation number is HHS-NIH-NIDA(SSSA)-PSOL-14-058 and the solicitation is issued as a pre-solicitation notice of intent to award a contract on a noncompetitive basis to the Johns Hopkins Health System Corporation, located at 600 N Wolfe St, Baltimore, MD 21287, to provide parking for employees working at the NIH Biomedical Research Center (BRC) at Bayview in Baltimore, MD. This acquisition is for a commercial item or service and is conducted under the authority of the FAR Subpart 13.5-Test Program for Certain Commercial Items, section 4202 of the Clinger-Cohen Act of 1966) and the statutory authority of FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70, dated September 30, 2013. The associated NAICS code for this pre-solicitation is 812930, Parking Lots and Garages, with the small business size standard $35.5 Million. This pre-solicitation is being released with no set-aside restriction. The National Institute on Aging (NIA), one of the 27 Institutes and Centers of NIH, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) at NIA consists of employees that require parking of their personal vehicles while they are working. Over 300 spaces are needed to facilitate the federal NIH/NIA/IRP workforce working on the Johns Hopkins Bayview campus, which is located at the Johns Hopkins Medical Center at Bayview in Baltimore, MD. These employees include federal employees, trainees, guest scientists, and contract employees. Parking services must be provided at the Johns Hopkins Medical Center at Bayview in Baltimore that are to be opened to the employees 24 hours a day, 7 days a week. The Johns Hopkins Health System Corporation is the only contractor able to achieve this essential government feature. Contractor will provide and service the minimum following number of parking spots for employees at the ensuing parking lots: 250 - North East lot, 20 - Boiler lot, 80 - Alpha Commons lot, 5 - Mason F. Lord lot. Contractor shall also provide a shuttle service for NIA employees to and from the lots and buildings on the BRC Bayview campus. The period of performance shall be one (1) base period beginning March 2014 through December 31, 2014 (7-months) with the option to exercise four (4) additional one-year option periods of performance through December 31 of each successive year, such as Option Period 1, January 2015 through December 2015, Option Period 2, January 2016 through December 2016, Option Period 3, January 2017 through December 2017, and Option Period 4, January 2018 through December 2018. The provisions of FAR Clause 52.212-1, Instructions to Offerors--Commercial Items,, applies to this acquisition. The provisions of FAR Clause 52.212-2, Evaluation--Commercial Items, applies to this acquisition. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include ability to meet the technical requirements stated in this pre-solicitation and on basis of best value to the government. The provisions of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. The provisions of FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. An addendum to FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The addendum includes the FAR Clause 52.217-9, Option to Extend the Term of the Contract (Mar 2000) and FAR Clause 52.216-21 Requirements (Oct 1995) The provisions of FAR Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition, including the additional clause at 52.222‐51, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment‐‐Requirements (Nov 2007) (41 U.S.C. 351, et seq.). The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include, as applicable the unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. The price proposal shall be submitted for the 7-month base period of performance and for each 12-month option period and formatted following the attached template. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov."
