Description
It is the Government's intent to acquire a new firm-fixed-price contract for 160 each Electronic Counters with three-year warranties and Item Unique Identification (IUID). The U.S. Army has the requirement to procure an electronic counter/analyzer with specified accuracy to be used as a standard to measure frequency and time parameters on U.S. Army fielded Test, Measurement, and Diagnostic Equipment (TMDE). This standard must provide a means to switch the input impedance from 50 to 1M. The standard must be powered by 120V, single phase, 60Hz, and 15A receptacle via a 6' electrical cord. Its trigger level must be variable between -5V and 5V when attenuation is set to 1X. The user must be able to select the slope control to both positive and negative. The sensitivity of the standard must be 20mVp-p in both channels, and the width of the hysteresis band of at least one channel can be varied between 30m to 10 Vp-p. The dynamic range, which is the minimum to maximum allowable p-p signal range, centered on the middle of the trigger level range, must be 60m - 10 Vp-p within 5V window. The standard must provide a way to select both AC and DC coupling. The temperature range when the standard needs to be operating is 23 10 C. It must possess a GPIB interface with mnemonics compatible with those of Fluke PM6681. The standard must contain programming functions for cursor measurements, histograms, FFT, generation of reports from acquired data, profiling (measuring frequency versus time); it must contain both built-in math functions, which include FFT inversion and frequency difference measurements, and built-in statistics functions, which include Max, Min, Mean and Standard Deviation. This is only a presolicitation notice. Written proposals are not being requested at this time.
