Description
The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Navigation/Landing/Weather Product Division (AML-7000), Oklahoma City, OK, has a requirement for the manufacture and delivery of PAR-56, 500 Watt, Incandescent Lamps, NSN 6240-01-217-0894, P/N Q20A/PAR56/1/C. The period of performance for this firm fixed price acquisition is for one base period and 4 one-year option periods. PAR-56 incandescent aviation service lamps are installed in the approach areas to runways extending from the landing threshold outward. These lamps help ensure safe landing of aircraft especially at night and under poor weather conditions. Lamps shall be manufactured in accordance with FAA Specification FAA-E-2408b (SOW Attachment, Appendix B) This SIR/RFO includes a First Article requirement for 5 production model units (CLIN 0001) In accordance with FAA-E-2408b. First Article will require the contractor to provide all testing and documentation as stated in the attached Statement of Work (SOW). Contractors will be required to submit documentation for test procedures and test results in accordance with the attached Exhibits A001 “ A005 (CLINs 0003, 1002, 2002, 3002, 4002) for both production models (CLIN 0001) and production units (CLINs 0002, 1001, 2001, 3001, 4001). The estimated annual quantity requirement for this lamp is 2,900 units. The North American Industry Classification System (NAICS) is 335110, with a size standard of 1,000 employees. This requirement is 100% set aside for small business. Requirements for this Indefinite Delivery/Indefinite Quantity type contract will be met by issuing individual delivery orders. Each requirement will be direct shipped from the contractor to the MMAC facility as orders are received. The minimum obligation amount for this contract is $200.00. Required delivery dates for these lamps will be specified on individual delivery orders however delivery is required within 90 days after receipt of order per contract terms and conditions. Firms shall complete and submit the Business Declaration form (located in Section K of the attached SIR) with their proposal. The procurement process will involve the evaluation of multiple areas. Evaluations involved will permit the FAA to select an offer that represents the lowest priced, technically acceptable proposal to the FAA in accordance with the terms and conditions of the attached SIR. Proposal and technical evaluations will be conducted in accordance with the attached SIR/RFO for Sections L and M to include adherence to all provisions therein. Technical/Cost proposals must be received by the FAA, Customer Service Desk (AMQ-100), 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169 (P.O. Box 25082, Zip Code 73125), no later than 2:00 p.m. Central (Oklahoma time), Tuesday, February 18, 2014. Hand carried proposals shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma 73169. The proposal must be sealed and labeled as follows: SIR/RFO DTFAAC-13-R-02823; due 2:00 Central, February 18, 2014. Hand delivered responses will need sufficient time to process through security procedures in place at the Aeronautical Center. Overnight delivery of responses to this SIR/RFO could also be impacted if not sent in sufficient time to allow for special mail handling procedures in place at the Aeronautical Center. Any responses received after 2:00 p.m. Central (Oklahoma time), Tuesday, February 18, 2014, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals, incorporated by reference in this solicitation. If all requested information is not furnished, the offeror ™s proposal may be determined ineligible. Offeror ™s should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR/RFO process. This SIR/RFO is not to be construed as a contract or commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of the requested sample product and technical and documentation. The contractor shall address questions or concerns related to this solicitation to the point of contact listed below.
