- Minimum System Requirements for Webinar Strengthening States' Capacity to Scale Evidence-Based Reading Instruction Performance Work Statement - DRAFT 01-27-2014 The U.S. Department of Education (Department), Office of Vocational & Adult Education (OVAE) is seeking a contractor for the procurement: Strengthening States' Capacity to Scale Evidence-Based Reading Instruction. The primary goal of the Strengthening States' Capacity to Scale Evidence-based Reading Instruction project is to provide high-quality technical assistance (TA) to state and local adult education providers that enables them to design and deliver evidence-based reading instruction. To achieve this goal, the contractor shall meet the following objectives: 1.Manage the Project 2.Maintain National STudent Achievement in Reading (STAR) Capacity 3.Develop and Deliver Training and Technical Assistance 4.Disseminate STAR Training and Materials 5.Collaborate with the Small Business Contractor to Transition the Tool Kit In preparation for this Webinar, please review the draft Performance Work Statement (PWS) posted with this notice. Request for Comments: Interested parties are invited to submit comments to the draft PWS and identify any competition barriers.
