Description
On or about 14 February 2014, this office will issue a Request for Proposals for construction of the Construct New Temporary Lodging Facility, QJVF 09-0040, Minot AFB, North Dakota. The solicitation will close on or about 18 March 2014. This solicitation is UNRESTRICTED. A site visit for the proposed project will be held after solicitation issue. Solicitation documents will provide pertinent site visit information including date, time, point[s] of contact, and any special instructions for attendance. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See 'Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: The new Temporary Lodging Facility [TLF] is approximately 46,894 square feet, two-story structure comprised of 30, two bedroom units with fifteen units on each floor. All the unit entrances are accessed from a double loaded corridor. Facility will have elevator, elevator equipment room, break room, janitor/storage rooms, mechanical room, electrical room, communication room, linen storage room and loading/receiving area. Three stairwells are located at the center and ends of the facility adjacent to the building entry areas. The new building foundation is continuous wall footings and spread footings. The first floor is reinforced slab on grade. The building has precast concrete and roof structure on masonry bearing walls with metal panel or brick veneer siding. The second floor is concrete topping over the precast plank. The floor and roof structure bear on concrete masonry bearing walls. The exterior wall is cavity wall construction using Minot AFB standard brick. Entrances to the facility have a glass curtain wall and metal panel system. The roof is low slope, precast plank with rigid insulation and a built-up roofing system. Furnishings and flooring are carpet, vinyl tile, porcelain tile, and sealed concrete in the linen, janitor, storage and mechanical/electrical/ communications rooms. Base trim is porcelain tile with porcelain flooring, carpet base with carpet, and resilient base in kitchens, dining rooms, laundry areas, housekeeping areas and break room. Gypsum wallboard throughout is painted. Corridors ceilings are acoustic tile except at entrances to units which are furred down gypsum wallboard. Countertops are solid surface material. Millwork cabinets are wood and stained. Appliances required in the facility will consist of dishwashers, refrigerators, ranges/ovens, vent hoods and garbage disposals. The Temporary Lodging Facility is served by a ground source heat pump system for heating and cooling. The system consists of a well field, extended range geothermal heat pumps and enthalpy wheel energy recovery ventilator [ERV]. A Direct Digital Control system is required to provide continuous and automatic control of all HVAC equipment. Fire Alarm, Fire Sprinkler System, Mass Notification and Security System (Card Readers for Building access) are required. Electrical equipment will include new transformer, exterior site lighting and interior lighting throughout. Communications will include fiber optic cabling for telephone, data and CATV. Site improvements consist of asphalt drive with concrete curb and gutter to access sixty-five space asphalt parking lot. New water, gas, electric and sanitary piping will serve the TLF. The estimated construction cost of this project is between $10,000,000 and $15,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 420 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.
