Description
The Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) for the Production of 155mm Artillery M795 Projectile Bodies (M795 Metal Parts) in support of the 155mm High Explosive (HE) M795 Projectile on or about March 2014. The M795 is a 155mm, HE, Projectile Metal Part made from High Fragmentation steel alloy, HF-1, has a finished weight of approximately 75 lbs, is approximately 30 inches long, and has a curved exterior. In addition, the M795 Metal Part utilizes a welded rotating band that encircles the body close to the base. A Technical Data Package (TDP) is available for this acquisition. Interested companies may request the M795 Metal Parts TDP by completing and submitting form AMSTA-AR-1350, DD2345, and the Non-Disclosure Agreement to the POC listed below. Note that these documents will be made available with the issuance of the Solicitation, as they are not available for distribution at this time. The Solicitation will be restricted to the National Technology and Industrial Base (NTIB) under 10 U.S.C 2304(c)(3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3(a)(2)(i) and (b)(1)(v)(B). The Government anticipates awarding up to two (2) Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with an estimated maximum ordering quantity (combined among all awardees) of 800,000 M795 Metal Parts. The minimum guarantee for the 155 M795 Artillery Projectile Body effort is $10,000. Offerors must be able to produce and deliver a minimum of 5,000 M795 Metal Parts per month. The contract(s) will include five (5) one year ordering periods to cover FY15-FY20 requirements. As future needs for the 155mm Artillery M795 Metal Parts are identified during the five (5) years of the contract(s), FFP delivery orders will be competed among the Offeror(s) who have been awarded IDIQ base contracts. For each delivery order, price, delivery schedule, and past performance and technical factors may be considered; however, any and all criteria for each and every delivery order will be addressed in the individual contemplation letter. This notice does not constitute a formal RFP, nor is the Government obligated to issue an RFP.
