- The Department of Veterans Affairs, VA Boston and West Haven Healthcare Systems, have a requirement for health informatics services for research purposes. A fixed price contract with a period of performance of approximately 5 years is anticipated and shall be awarded. It is the Government's belief that only the individual being considered possesses the required capabilities to successfully meet this requirement since they have provided services for this and similar research projects in the past. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline of February 5, 2014 shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information. This synopsis is issued pursuant to FAR 6.302-1. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 1, 689 Medical Center 2.Nature and/or Description of the Action Being Processed: The service being requested is that of an Informatics Specialist, XXXX. Possessing over 15 years of experience with VA data, XXXX will provide informatics support, data extraction, manipulation, dataset creation, storage and data cleaning services to support, as needed, grants within the PRIME Center. 3.Description of Supplies/Services Required to Meet the Agency's Needs: The Informatics Specialist will provide informatics research and development support for VA projects led by a range of VA investigators and staff. This support will include activities such as: Maintain national access to Real SSN through National Data Security (NDS) Keep data privacy and data security training up to date Maintain national access to VA data sources through NDS, training and IRB permissions for Austin processed data - NPCD, DSS; and permissions and skills to access data from VA Corporate Data Warehouse (CDW), Regional Data Warehouse (RD4) and VINCI for CHIR related data Download national roster Pull national data from various sources for roster patients Download CDW, RDW data for roster patients Create SAS datasets for roster patients in VINCI Setup cohort database and tables and SAS datasets for analysis Create mechanisms and structure to store data while protecting sensitive data Write any required data cleaning routines in SAS Compose queries and views in SAS and SQL Work with various investigators to pull project specific data for analysis Create and verify analysis datasets Participate in meetings and calls Create and maintain processes for project tracking Create and maintain metadata structures Write methods for papers as needed 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC § 3304(a) as implemented by: ( X ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1; 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): XXXX, is a highly specialized expert who has worked with VA data for over 15 years. She is experienced with querying data from Austin, CDW and other large data sources. XXXX has a unique combination of T-sql, SQL server and SAS programming expertise. She can balance the demands between the large datasets and analytic needs exceptionally well. XXXX is well versed in intricacies of various VA data sources and provides essential guidance on variable usage and choices. Data includes sensitive material. XXXX already has the following access in addition to standard VA access: "National Security approval for access to real social security numbers for acquiring research and operational data from the VA National electronic medical record Corporate Data Warehouse "VINCI and CHIR access, which is required for acquiring CDW data "VA VistA operational and research access. "NPCD access for the medical SAS datasets "Vital status access required for death and follow up information "DSS access necessary for labs and pharmacy data "OEF/OIF roster access required for cohort identification and demographics If XXXX is not selected, there will be significant delays and costs to the VA and the associated projects. These projects are ongoing and have specific timelines and required progress reporting periods. Selecting someone who does not possess the necessary training or access will result in project delays and hourly rate payments for the contractor to complete trainings, familiarize him/herself with our needs, and obtain required access. In the event that XXXX is not hired, the following delays are anticipated: "Processing of WOC appointment "PIV/background check process "Completion of VA Mandatory Trainings "Training on how to use and access the VA Computer System "Acquisition of the various access/permissions outlined above "Extensive training on what data sources are available in VA electronic medical record data, and where and how to access it and the quality of the data sources. There are over 6000 data files within VistA alone. The new work is a follow-on to contract VA241-P-2207 which expires 2/28/14. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: See paragraph #5 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: In accordance with FAR 13.106, a comparison of prices proposed under VA241-P-2207 will be used to determining reasonableness. New price for duration of 5 year contract is X/hour; previous pricing was X/hr. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The new work is a follow-on to contract VA241-P-2207. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: The experience, and knowledge of the existing data and current datasets along with skills in both SAS, SQL and research are not easily replaceable. These skills and required approvals for data access for the research and understanding and experience of the research data are absolute requirements. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: A posting will be made to FBO. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: This agency maximizes competition whenever possible. Research requirements are unique in nature and require unique solutions.
