Description
MOD TO EXTEND THE CLOSING DATE. This is a combined synopsis/solicitation for a non-personal service contract for an Accompanist for the Catholic and Protestant Service at the Marine Corps Air Station, Beaufort, SC prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only publication, quotes are being requested and a written solicitation will not be issued. Solicitation number M60169-14-T-C001 is issued as a Request for Quotation (RFQ) and is attached. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-72 dated 1 Jan 2014 and DPN 20131231 dated 31 Dec 2013. This solicitation is SET-ASIDE 100% FOR SMALL BUSINESS. The associated NAICS code is 813110. The size standard is $7.0 Million annually. Quoters must be registered in the System for Award Management (SAM) registration database at the time the RFQ closes. Lack of registration in the SAM will make quoters ineligible for award. Information on registering in SAM may be obtained via the internet at https://www.sam.gov. Resumes and quotes are to be submitted on separate documents. All responsible small business sources may submit a response which, if timely received, must be considered by the agency. Complete the following clauses and submit along with your quote : 52.212-3, and 252.209-7994. Evaluation: The Government will award the contract to the quoter who represents the Best Value to the government. All evaluation factors other than price, when combined, will be evaluated as significantly more important than price. The evaluation factors that will be used to determine award will be: (1) Technical capability to include (a) resume that meets the qualifications listed in the Statement of Work, (b) Requirement paragraph and performance at audition (must be proficient and competent in musical interpretation and performance) (2) Ability to meet period of performance start date (3) Past performance (4) Price Audition will be scheduled with MCAS Chapel and will consist of one traditional hymn and one traditional contemporary worship piece selected by individual auditioning and being able to sight read and play one musical piece selected by the MCAS Chaplain. For past performance Vendors shall provide at least two (2) relevant past performance references with their proposal. Reference information shall include agency or business name, contract number, dollar amount, point of contact (include phone number and email address), for which your firm has provided the same or similar relevant services. Firms without a record of of relevant past performance must affirmatively state that no releveant past performance is available. Such firms will receive a neutral rating that will be evaluated neither positively nor negatively. Relevant past performance is defined as performance of contracts of similar size scope and complexity as this requirement performed within the past three (3) years. The Government reserves the right to obtain and use past performance information from sources other than those listed in the proposal, to include prior dealings with the government and personal knowledge of the company.
