- The U.S. Army Corps of Engineers, Charleston District intends to issue a Request for proposal for a Single Award Task Order (SATOC) to provide rapid response for General Construction: new construction, rehabilitation, maintenance or repair of situations relating, but not limited to, site work, mechanical systems, plumbing, utility systems, structural, electrical, HVAC, instrumentation, security and safety areas of Government facilities in a cost effective manner. This proposed procurement is set aside for Small Business. The NAICS code 236220, with a size standard of $33,500,000.00. The resultant contract will be issued for a five year period, one base year and four one year options. The total capacity for the contract will be $49,000,000.00. A bid bond will be required in accordance with the terms and conditions of FAR 52.228-1- Bid Guarantee. The Scope of Work includes, but is not limited to: General Construction: The Construction portion includes but is not limited to: construction, initial alterations, renovations, real property tenant improvements, and repairs at Government facilities. Typical efforts include, but are not limited to these areas: site work, new construction work, additions, alterations and improvements, repairs, HVAC, electrical, special systems, paving and concrete, roofing, structural systems, energy conservation enhancements, energy saving through different innovation methods, asbestos and lead abatement and mold remediation in accordance with task order technical specifications and all corresponding attachments. Design: The Design portion must be accomplished by qualified, experienced, professional A-E multi-discipline firms. The A-E firms must be capable of design analysis, planning, development, CADD, professional services, pre-design site-assessment, feasibility and concept studies, design, geotechnical investigations and reports, environmental investigations, studies and reports, abatement and sampling, construction documentation, cost estimates, value engineering, post design-shop drawing review, construction phase services, and construction administration. The SATOC for Region West will be performed primarily at Alabama, Kentucky, Louisiana, Mississippi, and, Tennessee. However, task orders issued under this SATOC may require performance of work within the boundaries of the quote mark 81st RSC Region East quote mark ; which also includes Florida, Georgia, South Carolina, North Carolina, and Puerto Rico. The Government will utilize Two-Phase Design-Build Selection Procedures. At the time of solicitation, a seed project (task order) is not available. If a seed project becomes available during the solicitation phase, the Government reserves the right to add the seed project as a proposal requirement. This may be done at any time during the solicitation phase, to include after a competitive range has been determined, if applicable. If a competitive range has been determined, the seed project will only be made available to those offerors within the competitive range. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering both price and technical factors. Each contract will reflect a base year and four subsequent option years There are no drawings associated with this Request for Proposal. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. Bidders must be registered in the SAM and at the Federal Business Opportunity Homepage (www.fbo.gov) in order to view or download the solicitation documents. It is the responsibility of bidders to monitor the website for notices and amendments. This solicitation will be posted on or about February 14, 2014 with bids due March 18, 2014 at 2:00 pm EST.
