Description
Description of Requirement The U.S. Department of Labor, Office of Foreign Labor Certification (OFLC), administers various Foreign Labor Certification programs. Administration of the programs is mandated by the Immigration and Nationality Act (INA) and delineated by regulations in each program published in the Code of Federal Regulations (CFRs). The regulations provide guidance on the processing of applications, periods of validity, and employer responsibilities, etc. The INA directs the Secretary of Labor to certify that there are not sufficient workers who are able, willing, qualified and available and the employment of an alien will not adversely affect the wages and working conditions of workers in the United States similarly employed. The regulations of the Department of Labor delineate the specific rules to be followed for each program, which requires labor certification from the Secretary of Labor. The employment-based immigration programs administered by the OFLC are designed to assure that the admission of foreign nationals to work in this country on a permanent or temporary basis will not adversely affect the job opportunities, wages and working conditions of U.S. workers. The OFLC consists of a National Office located in Washington, DC, supported by two National Processing Centers (NPCs) one each in Atlanta, Georgia, Chicago, Illinois and Washington Operations Center, Washington, D.C. The purpose of this five-year(Base year and four Option years), Performance Based Indefinite Delivery, Indefinite Quantity contract is to assist OFLC in the operations support of OFLC programs for conducting case processing activities for admitting foreign nationals under any employment-based permanent or temporary nonimmigrant visa programs. This also includes the requirement for assisting the government in conducting prevailing wage determinations, performing integrity reviews (e.g., audit examinations, supervised recruitment), and operating helpdesk activities. A solicitation is anticipated to be released in approximately 2 weeks from the posting of this Pre-solicitation N otice. This is a 100% Small Business Set-aside procurement. Firms interested should follow instructions that will be indicated in conjunction with the announcement in FedBizOps at that time. It is the sole responsibility of the interested firm to monitor the website for notification of any resulting and/or pending solicitation.
