- General a.This is a SOURCES SOUGHT FOR SMALL BUSINESS ONLY: This is a request for information/market research to provide date for planning purpose ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT SYNOPSIS. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Respondents will not be notified of the sources sought evaluation results. b.The purpose of this Sources Sought is to gain knowledge of interested small businesses that have the capabilities and relevant experience to provide A&E Design Services for work assigned by the New York National Guard. Members of the Small Business Community to include: Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) are asked to respond. A determination by the Government to compete this requirement as a set-aside based upon responses to this notice and other market research is solely within the discretion of the government. The North American Industrial Classification System (NAICS) Code for this procurement is 541330, Engineering Services, which has a small business size standard of $14M. c.Description of Project: The 106th Rescue Wing, F.S. Gabreski Airport, New York Air National Guard in Westhampton Beach, NY, anticipates to solicit and award General A&E Services Indefinite Delivery Contract(s) (IDCs) in support of National Guard Air Bases, to be procured in accordance with Public Law (PL) 92-582 (the Brooks Act) and Federal Acquisition Regulation Part 36. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The general scope of work includes, but is not limited to any or all of the following: A full range of A&E Services for engineering, design and construction phase services are anticipated, program management, data management, project programming and planning, feasibility and concept studies, space utilization, design concepts/standards, research, analysis, engineering, design, design/build request for proposal preparation, engineering during construction, and construction phase support for military, civil works and International and Interagency Services (IIS). Engineering and design within these services also include, but are not limited to, design of new construction, both vertical and horizontal, alteration of facilities, maintenance and repair of real property, pre-design site assessment, topographic and boundary surveys to include mapping, geotechnical investigation and reports, environmental investigations, studies and reports, hazardous materials testing, abatement and monitoring, historical and cultural resource investigations, seismic studies, cost estimates, value engineering, design reviews, life cycle costing, computer aided drafting, geospatial information systems (GIS), building information modeling (BIM). Engineering during construction and construction phase support include post design-shop drawing review, construction phase services, and construction administration. The contractor is also required to have expertise and knowledge of: US Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) registration and certification requirements; Federal Asbestos Hazard Emergency Response Act (AHERA) inspections and documentation; the design of Anti-terrorism/Force Protection (AT/FP) requirements; security, data, and communications systems; fire protection and life safety systems; blast design; mechanical systems and commissioning; and other technical services may be required. d.Security Requirements: Security requirements will be addressed per Task Order. From time-to-time there will be projects that are of a secure nature. e.Total value of Contracts: The cumulative total of all Task Orders for both the base and all option periods shall not exceed $52,000.00 per contract. All Task Orders will be negotiated and awarded as either Firm Fixed Price (FFP) or Cost-Plus Fixed Fee (CPFF). No one Task Order shall exceed $52,000,000. f.Performance Period: The contracts will include a base period, not-to-exceed (NTE) one (1) year and four (4) option periods (NTE one year each), for a total contract performance period NTE five (5) years. g.Anticipated Award Date: The contract(s) are anticipated to be awarded in the 4th Qtr FY14. Responding to Sources Sought a.Offerors response to this Sources Sought shall be limited to 5 pages and shall include the following information (Clarifications and or questions shall be submitted in a separate word document and will not count towards the 5 page limitation): Offeror's names, address, point of contact, phone number, and e-mail address. Offeror's Cage Code and DUNS number. Positive statement of intent to bid as a prime contractor. Offeror's interest in participating on the solicitation when it is issued. Offeror's capability to perform a contract of this magnitude and complexity (include offeror's in-house capability to execute A&E Services, comparable work performed within the past ten [10] years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least 3 examples. Offeror's outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. Offeror's Joint Venture information state names of the joint venture members and their business size(s), if applicable - existing and potential. b.Interested Offerors shall respond to this Sources Sought/Market Survey Synopsis no later than 1600 hrs (EST) 14 February 2014. c.Under FAR 52.219-14 (c) (1), Limitations on Subcontracting, Small Businesses are reminded that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. d.The official synopsis citing the solicitation number will be issued on Federal Business Opportunities, www.fbo.gov, which will invite firms to register electronically to receive a copy of the solicitation when it is issued. e.All interested contractors must be registered with System for Aware Management, www.sam.gov, to be eligible for award of Government contracts. f.Email responses to: richard.w.powell44.civ@mail.mil.
