- Limited Sources Justification for SMC/XR's Architecting and Engineering support LIMITED SOURCE JUSTIFICATION I. CONTRACTING ACTIVITY: Contracting Activity: Space and Missile Systems Center Development Planning Contracts Division (SMC/XRC) 483 N. Aviation Blvd. Los Angeles Air Force Base El Segundo, CA 90245-2808 Task Order Number: FA8814-12-F-0002 Contractor: TASC, Inc. 100 Brickstone Square Andover, MA 01810-1438 Contracting Officer: Renee Berry, DSN 633-9052, Commercial: (310) 653-9052 II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED This Limited Source Justification authorizes the use of restricted competition (other than full and open) for Architecting, Engineering & Integration (AE&I) Systems Engineering and Technical Assistance (SETA) Support provided by TASC, Inc. under Federal Supply Schedule (FSS) General Services Administration (GSA) Schedule# GS23F0008K, Task Order# FA8814-12-F-0002. This justification will allow up to a twelve (12) month extension to the current task order. The current task order period of performance ends 4 December 2013. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS The primary objective of this effort is to provide Systems Engineering and Technical Assistance (SETA) services for the Directorate's Architecting, Engineering and Integration (AE&I) efforts to the Space and Missile Systems Center's (SMC) Development Planning Directorate (XR) located at Los Angeles AFB, California. The Development Planning Directorate (SMC/XR) is a staff office responsible for planning of future space capabilities, including research, technology developments, concept demonstrations and projects, mission area architectures and roadmaps, the analytic processes, tools, and products to support those efforts, and acquisition of space systems for the control and exploitation of air and space. XR also conducts strategic planning, development planning, engineering, and prototype development for select pre-Milestone A space concepts. The Development Planning Directorate has two divisions responsible for mission-level development planning efforts, the Development Division (XRD) and the Space Projects Division (XRF). XRD performs development planning for future space and missile systems linking materiel solutions to warfighter capability needs; identifies, assesses, and develops new materiel concepts and conducts engineering studies to satisfy space requirements shortfalls and to enhance integrated space systems capabilities; conducts modeling, simulation, and wargaming to assess the operations performance and military utility of current and future concepts; and establishes technology strategies and roadmaps to ensure technology investment and development supports the acquisition of future space and missile systems. XRF conducts demonstrations and validates concepts before Milestone A as risk reduction efforts for emerging programs The scope of this effort is to provide systems engineering and technical assistance (SETA) services for the Directorate's Architecting, Engineering and Integration (AE&I) effort. XR's AE&I efforts include evaluation and assessment of future space and missile Systems of Systems (SoS) and Families of Systems (FoS) at the cross-enterprise level, linking materiel solutions to warfighter capability needs in new combinations. These efforts also include assessing new SoS and FoS materiel concepts and performing engineering studies to satisfy space requirements shortfalls and to enhance integrated enterprise level space systems capabilities while crossing traditional program boundaries. An example of the enterprise level work that could be performed under this effort is assessment of performance and survivability across multiple missions areas, such as MILSATCOM and GPS and possible multiple constellation designs; determining the best value for protection of these capabilities at the space enterprise level. IV. IDENTIFICATION OF THE JUSTIFICATION/RATIONALE FOR LIMITING SOURCES AND DEMONSTRATION OF THE CONTRACTOR'S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY/SERVICE. In accordance with FAR 8.405-6(a)(1)(i)(C) this limited source justification is in the interest of economy and efficiency as the work is a logical follow-on to an original Federal Supply Schedule order which was placed in accordance with the ordering procedures at FAR 8.405-2 and was not previously issued under sole-source or limited sources procedures. In CY 2011, the Space and Missile Systems Center Development Planning Directorate (SMC/XR) identified a requirement for Architecting, Engineering & Intergration (AE&I) Systems Engineering and Technical Assistance (SETA) Support. The Program Management and Integration Directorate (SMC/PI) SMC Technical Support (STS) contract vehicle was not available for this requirement as it had reached its ceiling. SMC/XR was granted a waiver, dated 30 June 2011, from SMC/PI from the requirement to use the SMC Technical Support (STS) contract for the acquisition of SETA support services for AE&I efforts within SMC/XR. The waiver authorized SMC/XR to use a contract vehicle other than SMC's centralized contract vehicle to award a contract. As a result a General Service Administration (GSA) Federal Supply Schedule, Time and Material Task Order# FA8814-12-F-0002 was awarded 21 December 2011. The task order for XR support under FA8814-12-F-0002 was competitively awarded using GSA Schedule Number GS23F0008K which utilized ordering procedures under FAR Part 8.405-2. All contractors were given a fair opportunity to be considered for the Task Order as each of them received a Request for Quote. After review of the quotes the Time and Material (T&M) Task Order was awarded to TASC, Inc. for one 12 month base period plus one 12 month option period ending on 04 December 2013. In September 2012, XR was informed that SMC's new centralized technical support contract vehicle (STS2) would not be available for XR SETA AE&I follow-on efforts, and that XR should therefore seek alternatives to support program requirements. XR sought another waiver from SMC/PI to use a decentralized contract vehicle that would meet XR's requirements. On 04 Nov 2013, SMC Program Management and Integration (SMC/PI) granted XR a waiver which authorized SMC/XR to establish a contracting mechanism outside of SMC's Centralized Contract Vehicle, SMC Technical Support (STS) Contract. Consequently, the SMC/PI waiver, dated 4 Nov 2013,authorized SMC/XR to increase the current task order ceiling by $5M and to extend the period of performance for the current task order an additional twelve months, performance period ending 3 Dec 2014. Increasing the task order ceiling and extending the period of performance for a period not to exceed twelve months (end of CY2014) would allow for SETA support for XR's mission until a follow-on competitive contract can be awarded. SMC/XR must continue its capability for developmental planning analysis, SMC/CC directed enterprise architecting projects, and the stand-up of the new architecting function within the Center until such a time as the Government is capable of competing and selecting a consolidated contract to meet the Government's requirements. These efforts play a crucial role in planning of future space capabilities, including underlying technology developments, mission area architectures and roadmaps, technology/concept demonstrations/projects, and the analytic processes/tools/products to support our efforts. These efforts are critical and provide the developmental planning support to allow SMC/XR the ability to perform Concept Development, Architecting, Technology Development, and Software Model Development. Without these efforts, all SMC/XR projects and activities will be heavily impacted as well as AFSPC A3/A5/A8 and the SMC Directorates that rely on SMC/XR support. This extension of services will enable the Government to maintain the current level of support without jeopardizing the mission. A sole source task order extending the current Task Order is in the interest of economy and efficiency. The costs associated with extending the current task order are substantially lower than competitively awarding a bridge contract. Competitively awarding the original task order took a team of 7 people almost 3 months (RFQ posted 2 September 2011; task order awarded 20 November 2011). Extending the current task order would require 3 people for 1 week. From an efficiency standpoint, award to another contractor at this time without a pre-planned transition would result in a minimum 30 to 60 day delay in services before a new contractor would be able to get up to speed on the details and its applicability to the program (as it takes a minimum of 21 days to get network access, 14 days to get a computer, and seven (7) days to get a badge). As explained above, the tasks performed by the contractor are mission-critical tasks. Any delays caused by an interruption in services would create substantial and unacceptable risk to the program's mission and unnecessary cost impacts in today's budget-constrained environment.. Additionally, the Government would not gain any long-term savings from the approximately $450K in costs expended by competing this extension in the final negotiated price/cost. Finally, competitively awarding this task order would create substantial upheaval, requiring SMC/XR to concurrently work on both a bridge contract and a follow-on contract, potentially resulting in break in service followed by a new company providing services after end of the Period of Performance (December 2013), only to be followed by another new service provider after the anticipated award of the follow-on contract in December 2014. Essentially, approval of the limited-source justification is the most economic and efficient means of supporting SMC/XR's efforts. In the event that the AE&I support services are not extended, there would be immediate impact to essential and time-sensitive SMC/XR projects/programs. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE CONSISTENT WITH FAR 8.404(d) In accordance with FAR 8.404(d) GSA rates have been pre-determined as fair and reasonable. Further discounts will be pursued in accordance with FAR 8.405-4. Additionally, there is no indication that the market for the labor categories and expected rates will change significantly from the time of the current Task Order award, which was competitively awarded and received discounted rates. Therefore, the Contracting Officer has determined that the Government will receive fair and reasonable prices for the task order extension period. VI. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMOUNG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED Market research will be conducted for the requirements anticipated to be the follow-on contract for this effort. XR anticipates that Market Research will identify several contractors that are interested and have the capability to compete for the follow-on contract. XR anticipates that the results of the market research will indicate it is in the best interests of the Government to compete any future contracts. The follow on contract award date is estimated to be December 2014. No further research can be done due to the extremely limited time to get this effort awarded. VII. OTHER FACTS SUPPORTING THE JUSTIFICATION None VIII. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT LED TO THE RESTRICTED CONSIDERATION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES The Developmental Planning Directorate is in the process of identifying all requirements which would need to be competed for the follow-on contract. The Directorate is merging with another Directorate to create the Advanced Concepts Directorate (SMC/AD). All SMC/AD requirements will be included in the follow-on contract. IX. CONTRACTING OFFICER'S CERTIFICATION The Contracting Officer's signature on the signature page is evidence that she has determined this document to be both accurate and complete to the best of her knowledge and belief. X. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION As evidenced by the Program Manager's signature on the signature page, the technical and requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
