- This requirement is for the repair of Six (6) Mini-Load Storage and Retrieval machines located at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. This requirement is for a service contract, specifically to provide the required supervision, personnel, tooling, parts and equipment to rebuild/repair the carriages/extractors on each of six (6) HK Systems automated storage and retrieval machines (SRMs) in Tobyhanna Army depot's Mini-Load Storage area. The mini-load system was originally purchased and installed in 1984-85; however, upgrades and modifications have been performed throughout the years to the point where any contractor who is developing a proposal should not assume that any component of the system is quote mark as built quote mark by the original manufacturer, H&K. The shuttle repair shall include but not be limited to the following repairs: The carriages/extractors shall be restored to quote mark like-new quote mark condition including replacing all motors, sprockets, chains, sensors, photo eyes, encoders, bearings, cam followers, Ultra-high-molecular-weight (UHMW) polyethylene wear strips, programmable logic control (including software development). The existing frames and steel platform that the components are mounted to shall be restored to quote mark like-new quote mark condition. In lieu of rebuilding the existing extractors to quote mark like-new quote mark condition by replacing individual components, the contractor may choose to replace the existing extractor with a current model extractor. The replacement extractors shall be new. The requirements will include the replacement of Allen Bradley programmable logic controllers (PLC) controllers with new Allen Bradley MicroLogix PLC controllers, and programming the new Allen Bradley MicroLogix controllers to control shuttle movements as the existing Allen Brady SLC 50 programmable logic controllers do currently. A one year warranty for parts and labor shall be provided. The required completion for all repair work is no later than 150days from the date of award. This acquisition is being conducted in accordance with FAR Part 12,Acquisition of Commercial Items and 13.5, Test Program for Certain Commercial Items. The Request for Proposal (RFP), W25G1V-14-R-0005, will be issued on or about February 14, 2014 under Full and Open Competition; NAICS code is 811310, $7,000,000.00; Federal Supply Code (FSC) is J039. Actual issue and due dates shall be established in the solicitation. All proposals submitted shall require a technical proposal describing the Contractor's capability to provide the service and parts to repair the ASRS (Automated Storage and Retrieval System) Mini-loader carriages and accessories. In addition, recent and relevant past performance for same or similar requirements of repair demonstrating capability and successful performance on previous contracts within the past three years will be required. Information for an on-site visit will be provided in the solicitation. DFARS 252.225-7001 - Buy American Act and Balance of Payments Program, will be included in the solicitation. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE.
