Description
SOLICITATION 4.1. SCOPE: The contractor shall furnish all necessary labor, material, transportation and equipment in connection with the weekly placement of floor rug mats in administrative and work areas at the Defense Supply Center, Columbus (DSCC). All work shall be performed in strict compliance with these specifications. 4.2. WORKMANSHIP: All work shall be performed in a professional manner by qualified workmen in strict accordance with these specifications. Work shall be performed in a manner to minimize inconveniences to Government personnel and operations. All contractor employees shall be dressed in neat, clean attire. 4.3. OPERATIONS AND STORAGE AREAS: 4.3.1. All operations of the contractor upon Government premises shall be confined to areas authorized or approved by the Contracting Officer. The contractor shall be liable for any and all damages caused by his employees to such Government premises. The contractor shall hold and save the Government, its officer and agents free and harmless for liability of any nature arising from any use, trespass or damage occasioned by his operations on premise to third persons. 4.3.2. The contractor shall under regulations prescribed by the Contracting Officer use only established roadways. Where materials are transported in the performance of the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by Federal, State, and local laws and regulations. 4.4. PLACEMENT OF FLOOR RUG MATS: 4.4.1. The contractor shall furnish and place on a weekly basis, floor rug mats for use in entrance ways, hallways, and work areas throughout the Center. The mats shall prevent the tracking of dirt, mud, slush, water, etc. into buildings, rest rooms, offices, and work areas and prevent or reduce slipping hazards. Mats shall be of 100 percent nylon pile yarn, vinyl backed, and chemically treated to remove dust and grime from foot wear. Mats shall also be flame retardant, non-slip, and non-skid and have beveled edges. In carpeted areas, rug mats shall be provided with gripper backs to prevent movement or rippling. All floor rug mats shall lay flat and be free from any ripple, bulges, curled edges, curled corners, etc. All mats shall be uniform in color and texture. All mats inside Building 20 shall be charcoal/dark gray in color. All other mats shall be either brown or charcoal/dark grey in color. Prior to award, the contractor shall submit for approval a sample of each type of floor rug mat. 4.4.2. Floor rug mats shall be placed in areas throughout the Center. Mats shall be placed either parallel or perpendicular to doorways and adjacent walls. Mats shall be placed in the direction, which will maximize efficiency. The contractor shall take no more than a five minute interval between when a dirty mat is removed and a clean mat is placed. The mats shall be replaced on the same work day each week, so that a clean mat is placed once every seven calendar days. 4.4.2.1. The total number of rug mats to be furnished and placed on a weekly basis is listed in the PWS, Attachment 1. Floor plans showing floor mat locations are available upon request after the award of the contract. 4.4.2.2. During the months of 1 October through 30 April, the contractor shall place additional rug mats in the main corridors and entrances/exits of Building 20. The quantities of additional rug mats are listed in the PWS, Attachment 1 (Floor Mat Locations, Quantities, and Sizes (1 October - 30 April)). Floor plans showing the additional rug mat locations will be available upon request after the award of the contract. 4.4.3. At the time of contract award, the contractor will be given a list of all building numbers along with sizes and quantities of floor mats required. During the course of this contract, the Government may require the contractor to change the location of individual mats. When this happens the Government will supply an updated drawing showing the new location. The total number of floor rug mats specified in this contract may not be changed without a written change order issued by the Contracting Officer. 4.4.4. A representative of the contractor shall report to the Contracting Officer Representative (COR) weekly after placing all of the floor rug mats. The contractor will provide the COR a written weekly accounting of all mats picked up and delivered. Any discrepancies (missing, damaged, or mats that have been moved to a different location) must be reported to the COR on the day the discrepancy is first discovered. 4.4.5. All work associated with the contract shall be performed on a weekday between the hours of 0800 to 1600. Work will not be performed on weekends or Government observed holidays. It is the contractor's responsibility to reschedule work which falls on a Government holiday or any additional Federal Holiday designated during the term of the contract. The following holidays are observed: New Year's Day (Jan 1); Martin Luther King's Birthday (3rd Monday of Jan); President's Day (3rd Monday of Feb); Memorial Day (last Monday of May); Independence Day (Jul 4); Labor Day (1st Monday of Sep); Columbus Day (2nd Monday of Oct); Veteran's Day (Nov 11); Thanksgiving Day (4th Thursday of Nov); Christmas Day (Dec 25). 4.5. GOVERNMENT FURNISHED MATERIALS: The government will provide four (4) 5x8 custom made floor mats to be placed in the Bldg 20, 7th floor Command Suite. Two mats will be used each week while the other two mats are being cleaned. Each week the contractor shall swap out two used mats with two clean mats. The custom made floor mats are indoor mats made with heat-set nylon facing with a rubber backing. The floor mat manufacturer used a total dye process to put the DLA emblem and lettering on the mat. The floor mat manufacturer recommends vacuuming, extraction cleaning, or hosing and hanging dry as cleaning techniques. The mats are commercially launderable. The contractor shall clean the mats as recommended by the manufacturer. If a government provided mat becomes stained or damaged, the contractor shall immediately notify the COR to report the damage. 4.6. INSPECTION: The work will be conducted under the general direction of the Contracting Officer and is subject to inspection by the COR to ensure strict compliance with the terms of the contract. Trucks may be inspected upon entering and leaving the Center. Changes to the contract may be made only by a written change order issued by the Contracting Officer. Inspections may be performed while work is being performed or on a "spot check" basis. The Government reserves the right to direct the contractor to remove worn, faded, frayed, wrinkled, stained, or otherwise unsatisfactory floor rug mats from the Center. 4.7. UNSATISFACTORY WORK: Should the Government determine that the contractor is not performing the work in accordance with the contract documents, the contractor will be informed of the discrepancies in writing. The contractor will have one week to take necessary actions to resolve the discrepancies. Should the contractor not take the required action to resolve the discrepancies, the Contracting Officer may elect not to pay the contractor for the unsatisfactory work or take action to terminate the contract. 4.8. CONTRACTOR PAYMENTS: The contractor shall invoice monthly for all work performed under this contract. The contractor shall submit a detailed invoice based on the quantities and categories listed in the bid schedules. Each invoice shall include an invoice number and the contract number. Invoices are required to be submitted electronically via Wide Area Work Flow (WAWF). 4.9. REPLACEMENT MATS: 4.9.1. As stated in paragraph 4.4.4, the contractor shall supply documentation to the COR of the number of mats delivered and pick up each week. In the event mats are lost or damaged while in the Government's possession, the contractor may file a claim for reimbursement. Should the contractor discover that a mat has been damaged or lost while in the possession of the Government, the contractor shall immediately notify the COR so that the problem may be verified. The Government will not reimburse the contractor for mats damaged as a result of normal wear and tear.
