ATTACHMENT ONE - Location Listings Draft RFP for Fuels Management Initiative A.1. NOTICES TO OFFERORS This is a Request for Information (RFI) in the form of a Draft Solicitation. The US Customs and Border Protection Mobile Asset Program Management Office (CBP MAPMO) is soliciting feedback on this Draft Solicitation to finalize the solicitation that will be used in the upcoming CBP Fuel Management Initiative Program (FMIP) Small Business Set-Aside contract. A.1.1. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. (b) Although "proposal" and "Offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of soliciting feedback in anticipation of releasing a final request for proposals. Actual submission of proposals is not requested at this time. The intent of this exercise is twofold: to share the Government's intent to issue a solicitation and to provide opportunity for interested vendors to assist the Government in creating the highest quality solicitation possible. This draft solicitation represents a long-running collaborative effort between the CBP MAPMO and Industry, and all interested parties are encouraged to provide any or all of the following in support of this effort: 1. Ask questions or identify elements of the solicitation that seem unclear or require editing. 2. Identify potential additional solutions, or existing known components, to the requirement that may be incorporated into the solicitation action. 3. Provide input as to the proposed set-aside requirements of the solicitation. 4. Provide feedback regarding whether the location and vehicle information provided in Attachment One (1) is sufficient to formulate an accurate proposal to the full requirements. (d) All questions, comments and suggestions to this Draft RFP are requested to be provided by: February 24, 2014, to frank.s.duarte@dhs.gov. All questions, comments, and suggestions should reference the applicable section number, and page number. (e) The final solicitation is anticipated to be released in FY15. At that time, it is expected that potential Offerors will have 60 days to formally respond to the RFP. **Please note that the following restrictions on response documentation will be included in the final RFP: Emailed submissions must be in separate attachments and clearly indicate what is being provided. The Government reserves the right to disregard any additional attachments without notification to any Offeror. Due to CBP restrictions on the size of email, ensure that all emails submitted are less than 5MB. If the proposal exceeds 5MB, please separate the submission into multiple emails and include in the subject line the solicitation number and # of # emails. Any electronic submission determined to contain a virus will be deleted and not viewed or accepted for consideration under this solicitation. Submissions must be received no later than the exact time specified in the solicitations to be considered for award. Time of receipt will be determined by the government's email receipt time. It is the quoting firm's responsibility to ensure this is done according to the above restrictions. (f) The CBP Mobile Assets Management Program Office wishes to thank all interested parties in advance for your assistance during this process. (End of provision)
