- **HT0011-14-RFI-0015** **PLEASE READ ATTACHMENT FOR FULL RFI INFORMATION** *NO QUESTIONS WILL NOT BE ACCEPTED FOR THIS RFI* 1.0Purpose of this RFI This Request for Information (RFI) is to gather information/gain insight into the companies that can provide Expert IT Research and Advisory Subscription Services to the Defense Health Agency, Health Information Technology Directorate (CIO). 2.0Background The mission of the Military Health Systems (MHS) is to ensure the nation has available, at all times, a healthy fighting force supported by a combat ready healthcare system. In addition, MHS is tasked to providing a cost effective, quality health benefit to active duty members, retirees, survivors and their families located globally. The HIT within the Military Health System (MHS) including the Uniformed Services University of Health Sciences, and the Surgeon General Information Management/Information Technology (IM/IT) organizations of the Armed Services, support the principles of the US Department of Defense IT management policies, procedures and technologies necessary to deliver high quality, cost effective healthcare services to the MHS' 9.6 million beneficiaries. MHS and the Service Surgeon General IM/IT organizations are challenged with many critical initiatives. The requirement to provide care from a worldwide deployed setting (Level 1, Level 2 and Level 3 Theater environments) to facilities in the US makes the Defense healthcare system unique. Strategically, IT solutions provided by the MHS must enable the Armed Services to project and sustain a healthy and medically protected force, deploy a trained and equipped force that supports DOD's ongoing requirements, and facilitate the delivery of quality, accessible and cost effective health services. The MHS organization must initiate programs that provide an effective governance methodology, facilitate and fund stronger operations performance within the Service Surgeon General medical treatment facilities, establish baselines for IT performance, and promote cooperation between the Services and external organizations (such as the Department of Veterans Affairs, the Federal Health Architecture Board, the National Health Information Network, and the Office of the National Coordinator for Health Information Technology). In addition, this organization must establish standards and security policies that are consistent with an effective Enterprise Architecture (EA), and invest in emerging technologies that provide enhanced functional clinical capabilities and client services. The Executive Membership programs currently subscribed to within the MHS have provided assistance in addressing industry best practices in developing and deploying clinical healthcare solutions. These programs have also assisted with the design of effective organizational structures and enterprise architectures. Use of these services has also addressed the needs of the IM/IT organizations in facilitating the development of governance and strategic planning processes. The core research advisor and reference seat services have been used by many IT and business professionals within DHA, HIT, and the Service Surgeons General Armed Services organizations.
