Document Type: Special Notice for a Pre Solicitation Conference Solicitation Number: N/A Posted Date: 03 February 2014 Original Response Date: 25 February 2014 Current Response Date: 25 February 2014 NAICS Code: 333415 TITLE: Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) for the Aviation Combined Arms Tactical Trainer (AVCATT) Heating, Ventilation, and Air Conditioning (HVAC) Upgrade BRIEF DESCRIPTION: AVCATT is a mobile virtual simulation training system. It is housed in two standard over the road 53' trailers. Each trailer has its own independently controlled HVAC. Each HVAC provides cooling, heating and humidity control. PEO STRI Product Manager for Air and Command Tactical Trainers (PM ACTT), Assistant Product Manager (APM) AVCATT has a goal of reducing the HAVC operating cost, improving efficiency and the reliability of the system. This may be accomplished by upgrading and or replacing the current HVAC Systems. Additional tasks include but are not limited to improving airflow and air distribution throughout the trailer. Pre-Proposal Conference Purpose: It is the intent of PEO STRI Product Manager for Air and Command Tactical Trainers (ACTT) to hold a Pre-Proposal Conference from 3 March 2014 at 8:00 AM through 7 March 2014 at 12:00 PM. The purpose of this Pre-Proposal Conference is to present a Government overview of the AVCATT HVAC Upgrade requirements, as well as provide contractors the opportunity to view an AVCATT suite. The Pre-Proposal Conference event will be conducted at: AASF AVCATT Suite 15 1501C Industrial Park Rd Hammond, LA. 70401 Each contractor will be given a block of time that they will be allowed to inspect and look thru the AVCATT system along with a PEO STRI rep. They will also receive a briefing of the AVCATT and the forthcoming requirements for the HVAC Upgrade at the beginning of their designated time in the AVCATT suite. Those contractors wishing to attend the AVCATT HVAC Pre-Proposal Conference must send your intentions to attend and the number of personnel that will be attending to craig.cunningham@us.army.mil, with a copy to jeff.goodman@us.army.mil and mark.e.bailey1@us.army.mil on or before 3:30pm EST on 25 February 2014 ACQUISITION APPROACH: The Government is currently developing an acquisition strategy for the AVCATT HVAC Upgrade. With aNAICSCode of 333415, it is anticipated that the HVAC's requirements will be fulfilled via aTotal Small Business Set-Aside in accordance with FAR Part 19.502-2. The Government anticipates an award on a Best Value/Trade-off basis. The contract type for this effort has not yet been determined. Issues to be considered in the acquisition strategy for this effort include the following: QUANTITIES: The AVCATT program has identified the quantities for this effort to include the entire AVCATT fleet of 23 systems (46 trailers). At the time of this announcement, 19 systems are located within the Continental United States and four are located Outside of the Continental United States. ESTIMATED DOLLAR VALUE: TBD RESPONSES REQUESTED: It is the Government's intent to schedule one-on-one meetings with interested contractors 3-7 March 2014 in Hammond, Louisiana. An opening brief will be provided by the Government, followed by time inside and out on the AVCATT system with each contractors personnel, not to exceed three hours. Specific dates and times for one-on-one meetings will be determined based upon the number of responses to this RFI. Date and times will be established as responses are received. NOTE: The Government will only meet with firms that are considered to be Small Business. This restriction is in place so the number of participants will be limited, this is due to time constraints and to allow for equal amount of time for each prospective company access to the system for this requirement. Additionally, should Contractors have questions with regard to the subject effort, it is requested that these questions be submitted in writing to the Contract Specialists, Craig H. Cunningham, Craig.Cunningham@us.army.mil and Lauren Bushika, lauren.bushika@us.army.mil before 3:30pm EST on 25 February 2014. All non-proprietary question/answers will be posted to the appropriate web portals by 3:30pm EST on 28 February 2014.
