Description
Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is OS126495. The solicitation is issued as a Request for Quote (RFQ). (iii) This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-71. (iv) The corresponding NAICS code is 812930 and the small business size standard is $35.5 million. (v) List of contract line item number(s) and items, quantities and units of measure – N/A (vi) Description of Requirement – OIG has a need to lease 20 unreserved parking spaces and 1 reserved parking space with an electrical outlet and electric service for a surveillance vehicle in a secure parking structure located adjacent to the OIG office in Philadelphia, Pennsylvania. The parking spaces will be used for OIG law enforcement agents who need to keep their vehicles and equipment safe and secure, and who also need quick access to their vehicles. (vii) Delivery and all services shall be performed at 615 Chestnut Street, Philadelphia, Pennsylvania, at the dates below – Base Period: February 28, 2014, through February 27, 2015 Option Period 1: February 28, 2015, through February 27, 2016 (viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (JUL 2013), applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation – Commercial Items (JAN 1999), applies to this acquisition. The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Additionally, FAR 52.217-5, Evaluation of Options (JUL 1990), applies to this acquisition. (x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items (NOV 2013), with its offer or acknowledge its listing in the System for Award Management (SAM) website. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items (SEPT 2013), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (JAN 2014), applies to this acquisition. (xiii) Sole Source Justification- Pursuant to FAR 13.106-1(b), the Department of Health and Human Services (HHS), Program Support Center, Strategic Acquisition Services, on behalf of the Office of the Inspector General (OIG) intends to negotiate and award a purchase order on a sole source basis to 615 Chestnut Master Lease LP for its secure parking garage services. 615 Chestnut Master Lease LP satisfies OIG’s requirement that OIG law enforcement officers park their vehicles in a secure and nearby facility. OIG defines “secure” as having either a 24/7 gate or guard-controlled accessible parking, and it desires such a facility to be within a one-block radius of the building in which the law enforcement officers work. Such nearby parking allows OIG law enforcement officers expedient and judicious access to the vehicles assigned to them, and the secure facility protects their valuable vehicles that often are equipped with law enforcement technology. Other nearby garages that OIG has used in the past have had thefts and are demonstrably less secure than 615 Chestnut Master Lease LP’s garage. (xiv) The clauses at FAR 52.217-8, Option to Extend Services (NOV 1999); FAR 52.217-9, Option to Extend the Term of the Contract (MAR 2000); FAR 52.232-99, Providing Accelerated Payment to Small Business Subcontractors (Deviation) (AUG 2013); HHSAR 352.203-70, Anti-Lobbying (MAR 2012); and HHSAR 352.222-70, Contractor Cooperation in Equal Employment Opportunity Investigations (JAN 2010), apply to this acquisition.
