SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE NOT AVAILABLE. This is a Sources Sought Notice is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Memphis District, requests comments concerning its requirement for contractor to provide removal, rebuild, and re-install two (2) marine generator engines located on the M/V Ward at USACE Ensley Engineer Yard (EEY), 2915 Riverport Road, Memphis, TN 38109. The government will consider these comments and plans to issue a formal solicitation. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. After review of the responses to this announcement, if the Government still plans to proceed with the acquisitions, and after approval of the associated acquisition plan, a solicitation announcement will be published in the Federal Business Opportunity for this requirement. NO SOLICITATION IS CURRENTLY AVAILABLE. All interested offerors will have the opportunity to respond to any solicitation announcements at a later time. This notice is to assist the Memphis District, Corps of Engineers in determining potential sources and to obtain industry comment on the Performance Work Statement. Project Description: This is a market survey for contractors to provide work consisting of furnishing all plant, labor, materials and equipment to successfully remove, overhaul, and replace two Cummins 6BT5.9M GST engines, (Serial #'s 44508387 and 44524599). Engines shall be completely rebuilt, including but not limited to cleaning and rebuilding blocks with new rings, all bearings, push rods, connecting rods as needed, sleeves, head assemblies, injectors, water pumps, cooler cores, camshafts, valve tappets, lower engine gasket sets, upper engine gasket sets, fuel transfer pump, push rods, cover plate gaskets, check and replace or rebuild fuel pumps and turbo chargers as needed. If engine block is out of the specifications outlined in Cummins shop manual B Series Engines - 1990 and / or it is more economically feasible, contractor may utilize a refurbished short block that meets the specifications. New wiring harnesses are to be included with new Murphy switches and gauges to start, monitor, stop, and auto shutdown of engines including oil and fuel pressure, oil and water temperatures, tachometer and engine hours. All gauges, meters, start/stop and manual override buttons are to be mounted in the proper enclosure and located at or near the engine. Contractor shall re-install engines and provide a minimum of 6 month warranty. Contractor will provide all labor, parts and tools for this project. It is considered a quote mark turnkey quote mark task. The NAICS Code is 811310 with a size standard of $7,000,000.00. The Government requests capability statements which demonstrate the ability to remove re- manufacture/overhaul engines and re-install in accordance with Government requirements. Specifically the Government requests answers to the following questions: 1.Does your business have the capability to perform the removal, overhaul and replacement of the specific engines required? 2.Does your business have the equipment and personnel with the technical expertise to remove, overhaul and replace the cummins engines in the work description? 3.What similar contracts have you performed in the past 5 years? 4.Does your company have the ability to perform this requirement within 45 days of contract award? Comments will be shared with the government personnel, but otherwise will be held in confidence. Comments may be in a format as chosen by each offeror, but must include the offerors, name, point of contact and phone number, planned role on the project, and socio-economic status. In preparing the formal solicitation, the government makes no commitment to retain any of the elements/provisions of this request for information and may include different elements/provisions in the formal solicitation. This sources sought announcement is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited.
