Description
The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Wildlife Services (WS) in Riverdale, MD intends to award a sole source Purchase to renew its on-line Subscriptions to The Human Wildlife Interactions Journal published by The Berryman Institute and Utah State University at a flat rate of $10,000.00. Human-Wildlife Interactions (ISSN 2155-3858 print, ISSN 2155-3874 online) is a peer reviewed journal published two times a year by the Jack H. Berryman Institute, Department of Wildland Resources, Utah State University, Logan, UT 84322-5230. The Material appearing in Human-Wildlife Interactions may not be reproduced in any form without the written consent of the publisher. This procurement is being conducted in accordance with FAR 6.302-1 The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy these needs. The Berryman Institute is dedicated to improving human-wildlife relationships and resolving human-wildlife conflicts through teaching, and research. Wild Life services uses the information in the on-line journal as a resource tool to research articles in the areas of wildlife ecology, animal behavior, management applications, economics, and area wildlife relationships to humans. Until 2010, the Wildlife Services program received a Congressional Directive in the amount of approximately $1 million which was directed to pass through to the Berryman Institute at Utah State University. As a result of the funding that Wildlife Services provided them, the Berryman Institute & Utah State University gave Wildlife Services a certain number of hard copies of the Human/Wildlife Conflict Journal at no cost. In 2010, Congress eliminated all Congressional Directives and the funding from the Congressional Directive was no longer available. Because Wildlife Services still desired to receive the Journal, because it is considered a valuable resource tool in relationship to their work; they've agreed to pay for subscriptions. Subscriptions to Human-Wildlife Interactions are $20 per year, domestic, and $40 per year, foreign. The Berryman Institute is giving Wildlife Services a considerable break in the cost per subscription. The $10,000 pays for the license which will then make the on‐line Journal available to all of the 1,800 plus Wildlife Services employees. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, to the Contracting Officer by 4:00pm. Central Time (CT) by February 20, 2014. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 511120, and the size standard is 500 Employees. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
