- Solicitation Body The USDA Forest Service, Superior National Forest, located in Duluth Minnesota is issuing Solicitation AG-63A9-S-14-0006 for an Indefinite Delivery, Indefinite Quantity (IDIQ) multi-year service contract. This Contract will consist of Botanical Surveys throughout the Superior National Forest, to include St. Louis, Cook & Lake counties in Minnesota. The purpose of this contract is to conduct vascular plant surveys (including rare and invasive plants), to determine the presence or absence of target species, document and map locations and populations of target species, and provide an ecological description of the area surveyed. Contractor will participate in collecting botanical and forestry field data, preparing the data for analysis, and analyzing data as a part of two projects: 1) presence of Regional Forester Sensitive Species (RFSS) plants; 2) survey of noxious weeds on the National Forest; 3) identification of "watch List" species. For this contract, the Contractor will be responsible for locating and setting up field plots, collecting data, inputting data into excel spreadsheets, and summarizing data sets into tables and graphs. The Contractor will supply the Superior National Forest office with raw data sheets and resulting databases containing all field data collected. Products and services will specifically include: 1) identification of all RFSS plant species, 2) identification of noxious weeds, 3) identification of "Watch List" species, 4) inputting data into excel spreadsheet files; and 5) summarizing resultant dataset means (+ standard errors) by treatment, by block, by block x treatment, and boxplots of raw data. This contract is being set up as a Indefinite Quantity IDIQ according to FAR Part 52.216-22. Work will be done in compliance with the specifications, provisions and terms and conditions of this contract and each IDIQ task order. Task orders will be competed amongst the contractors that are awarded part of the parent IDIQ. Each IDIQ task order will be task and location specific allowing time for vendors to visit the site and formulate an appropriate quote for that specific task. Any Contracting Officer in the US Forest Service is authorized to place IDIQ task orders calls against the parent IDIQs. No individual IDIQ call shall exceed $150,000, the Simplified Acquisition Threshold, according to FAR 13.303-5.. The Government may award one or more contracts as a result of the Request for Proposal. The resulting contract(s) will be awarded for a base year and four optional years. The not-to-exceed total contract value of $1,000,000. The guaranteed minimum amount for the program is $2,500. The Contractor must comply with Section 9002 of the Farm Security and Rural Investment Act of 2002 (FSRIA), Executive Order (EO) 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," and the Federal Acquisition Regulation to provide biobased products. The Contractor shall utilize products and material made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to applicable Federal specifications and standards. A deadline for submitting quotes will be 1400 March 7th, 2014. NAICS: 115310, the size standard is $7 Million. This project is being solicited as a 100% set aside for Small Business. All work is to comply with local, Federal and State codes and is subject to Department of Labor wage rates. Place of Performance: Work can be on lands managed by the US Forest Service anywhere in the Superior National Forest. Period of Performance: The estimated period of performance for the base year of this contract is from May 1, 2014 through September 15, 2014. - Option Year 1 - May 1, 2015 through September 15, 2015 - Option Year 2 - May 1, 2016 through September 15, 2016 - Option Year 3 - May 1, 2017 through September 15, 2017 - Option Year 4 - May 1, 2018 through September 15, 2018 The solicitation and related documents will ONLY be available for download at http://fbo.gov/.
