- INTRODUCTION This is a combined synopsis/solicitation for commercial items. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being conducted in accordance with the procedures of FAR Part 13-Simplified Acquisition Procedures. The solicitation number is HHS-NIH-NIDA-SSSA-CSS-14-0068 and the solicitation is issued as request for quotation (RFQ). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541511 with a Size Standard of $25 Million. SET-ASIDE STATUS This acquisition is not set-aside and is issued for full and open competition. ACQUISITION AUTHORITY The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-72 dated January 30, 2014. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. DESCRIPTION OF REQUIREMENT Background The Centers of Excellence in Pain Education (CoEPEs) Initiative of the National Institutes of Health (NIH) Pain Consortium intends to develop pain management training and educational resources for medical, dental, nursing, and pharmacy students to advance the assessment, diagnosis, and safe treatment of pain. The NIH Pain Consortium is working to create a free, publically-available pain management teaching repository and has developed content including text, video, and audio to be used in creation of interactive web-based case scenarios which will educate users. Project Description The NIH Pain Consortium requires the following: 1. The Contractor shall program four (4) interactive web-based case scenarios which shall be used for pain management training purposes. a. One (1) interactive web-based training scenario will be created for each of the following topics: i. an alcoholic patient with throat cancer ii. a geriatric patient with low back pain iii. a patient with post-thoracotomy pain iv. a case of opioid abuse after tooth extraction. b. The Government shall provide the content (text, pictures, audio files, video, etc.) for the required training scenarios. c. All scenarios must be Section 508 Compliant. d. Upon completion of the required training scenario creation, the Government intends to make the training scenarios publically available to end users at no cost. The scenarios must be developed with this in mind. 2. The Contractor shall program the interactive web-based training case scenarios using any programming system that will meet the following guidelines: a. The program supports the creation of interactive web-based training modules. b. The program is capable of incorporating text, pictures, audio files, and videos within the training modules. This content shall be provided by the Government. c. The program must support Section 508 Compliance. d. The program must be compatible with current Blackboard, Moodle, and Desire2Learn platforms. 3. The Contractor shall review, edit, and organize content for the interactive web-based training case scenarios for proper grammar and logical order of information. The Contractor shall also ensure that any hyperlinks included in the content are accurate and functional. The content shall be provided by the Government. 4. The Contractor shall assist in the creation of new content as required by the Government to create the four above described pain management training scenarios. Accordingly, the Contractor is expected to have a background in both health sciences curriculum development and mechanisms of pain for the four cases described above. 5. The Contractor shall create and maintain a collaboration site to support cross-CoEPE and cross-NIH Pain Consortium interaction. 6. The Contractor shall manage any interactions with authors of Government-provided content. In particular, should minor changes to content be suggested by the content authors, the Contractor shall notify the COR and make any changes which are approved. 7. The Contractor shall receive, compile, proofread, and edit any supplementary materials to be used in conjunction with the training scenarios such as instructor manuals. Any supplementary materials will be provided by the Government. 8. The Contractor shall provide written progress reports to the Contracting Officer's Representative (COR) on a monthly basis. PERIOD OF PERFORMANCE The period of performance is four months from date of award. It is expected that all four training scenarios shall be completely programmed within this period of performance. CONTRACT TYPE It is anticipated that this solicitation will result in a firm fixed price purchase order. TECHNICAL EVALUATION CRITERIA Offeror's proposals will be evaluated using the evaluation factors detailed below. Factor #1: Section 508 Compliance is a pass/fail evaluation criterion. After meeting this requirement, Offeror's proposals shall be evaluated in reference to the remaining two evaluation factors. 1. Section 508 Compliance The Contractor must affirm compliance with Section 508 requirements. 2. Technical Approach The Contractor must detail its technical approach to meeting the requirements of this statement of work. The technical approach should include the professional qualifications of proposed personnel. 3. Corporate Experience The Contractor must provide three examples of previous experience with contracts regarding health sciences curriculum development, programming of interactive web-based training materials, and/or other educational material development. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. Offers will be evaluated for best value to the Government, technical factors and price considered. QUESTION AND ANSWER PERIOD Interested Contractors may submit questions regarding this solicitation to the Contract Specialist via email at Lauren.Phelps@nih.gov. All questions must be received by Feburary 6, 2014 at 12:00 PM EST. Questions submitted by this time will be anonymized and answered. All anonymized questions and answers will then be posted as an attachment to this solicitation. Questions received after 12:00 PM EST on February 6, 2014 will not be answered. RESPONSE REQUIREMENTS Contractors that believe they possess the ability to provide the required services should submit to the Contract Specialist their quotation and documentation of their ability to meet the project requirements. Responses should be developed in reference to the technical evaluation criteria listed above and must also include offered pricing. Contractors must provide their Company Name, Dun & Bradstreet Number (DUNS), Taxpayer Identficiation Number (TIN), Business Size, Physical Address, and Point of Contact Information in their responses. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be submitted electronically (via email) to Lauren Phelps, Contract Specialist, at Lauren.Phelps@nih.gov in MS Word format by the closing date and time of this announcement. All responses must be received by the specified due date and time in order to be considered.
