- The U.S. Army Corps of Engineers Los Angeles District is soliciting for award of a construction contract for an Intrusion Detection System (IDS) Sensor Platform Fence (formerly referred to as a Security Perimeter Fence) around the Remotely Piloted Aircraft (RPA) Mission Complex located in the northeast corner of Creech AFB, NV. The project will include construction of circulation control fences within the Mission Complex secured area to provide secondary security and compartmentalize access at seven (7) Base-identified critical facilities and areas. Most excavation will be hydraulic and hand digging with little mechanical excavation allowed. Mission Complex IDS Sensor Platform Fence Description: The Mission Complex IDS Sensor Platform Fence will consist of Type A wire mesh fencing (as defined in ESE-SIT-0001, 4 Nov 11, Section 2.6) modified to accommodate a vehicle denial system; and a fence-mounted IDS to be installed by others (by another contract). The perimeter fence will include security lighting and provide a 30-foot wide clear zone on each side of the perimeter fence. Power and communications ducts will be provided to support the future installation of security systems by others. A patrol road at the perimeter, as required by MILHDBK 1013, will be installed under a follow-on project. The IDS Sensor Platform Fence will provide multiple vehicle and personnel Entry Control Points (ECPs) through the fence for access to the facilities enclosed within the IDS Sensor Platform Fence. Details of the ECPs are provided below. Circulation Control Fencing Description: Circulation control fences at Base-designated critical facilities within the overall Mission Complex perimeter will Consists of specified mesh fencing. The fence around each building complex includes ECPs, each with turnstiles and vehicle/fire truck access gates. The number of ECPs and turnstiles is dependent on site geometry, location of parking and the number of personnel working within the circulation area. In addition, each circulation control fence includes a minimum of one vehicle access gate for emergency access to the site as well as for site maintenance. Sustainable principles, to include Life Cycle cost-effective practices, will be integrated into the design, development and construction of the project in accordance with Executive Order 13423, 10 USC 2802 (c) and other applicable laws and Executive orders. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The proposed project will be a 100% Small Business Set-Aside Competitive, Firm-Fixed Price, Construction Contract procured in accordance with FAR 15, Negotiated Procurement using Best Value, Lowest Price, Technically Acceptable procurement procedures. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $25,000,000. Estimated duration of the project is 365 calendar days. The North American Industry Classification System code for this procurement is 237990 (Other Heavy and Civil Engineering Construction), which has a small business size standard of $33.5 M. This Procurement will be conducted under FSC CODE: Y1PZ (Construction of Other non-building facilities). The acquisition will be conducted under a competitively negotiated source selection. Both a technical proposal and a price proposal will be required. Evaluation factors may consist of the following: Experience on Similar Contracts; Past Performance; Technical Approach, Methods, and Procedures; Schedule; and Corporate Management Structure. The aforementioned evaluation factors may not be all inclusive. All offerors are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process.
