Description
This is a Sources Sought Notice, Request for Information (RFI) for market research purposes only. This is NOT a request for proposals or an invitation for bids and a solicitation is not available. The Government is under no obligation to award a contract as a result of this sources sought announcement. The VA Pittsburgh Healthcare System (VAPHS), 1010 Delafield Road, Pittsburgh, PA 15215 is issuing this Sources Sought notice to determine the availability of Service Disabled Veteran Owned Small Businesses (SDVOSB); Veteran Owned Small Businesses (VOSB); and SMALL BUSINESSES that possess the experience and capabilities to provide Construction services as described below for Project #646-373 "Research Office Building (ROB) Addition at University Drive". Responses to this notice will be used to determine the type of set-aside to be used, if warranted. This RFI is open to Service Disabled Veteran Owned Small Businesses (SDVOSB); Veteran Owned Small Businesses (VOSB); and SMALL BUSINESSES only; the construction estimate is between $5,000,000 and $10,000,000; the North American Industry Classification System (NAICS) code is 236220 and the small business size standard is $33.5 million. Please DO NOT RESPOND UNLESS you are Service Disabled Veteran Owned Small Business (SDVOSB); Veteran Owned Small Business (VOSB); or SMALL BUSINESS. This project is for the construction of the expansion to the Building-30 University Drive Research Office Building (ROB). It involves the construction of basement and three elevated floors, to be aligned with the main levels of the existing Building-30. The expansion will include wet benches, lab support equipment space, animal research and holding areas, administrative area for research staff, retaining wall for the parking lot/loading dock modification, and connections for installation of owner relocated lab equipment. Work includes, but is not limited to, general construction, alterations, roads, walks, grading, drainage, mechanical and electrical work, laboratory equipment, utility systems, elevator(s), water storage facilities, necessary removal of existing structures and construction and certain other items. Responses to this notice must be submitted electronically to the Contracting Officer at Lynne.Dickerhoff@va.gov (telephone inquiries will not be accepted or acknowledged) "ROB Addition" must appear on the subject line of the email or it will be deleted and not read. Responses must be received no later than February 14, 2014 at 4:00pm Eastern Standard Time (EST) and must include the following: 1.Prospective firm's name, address, phone number, socioeconomic status and DUNS number. 2.General information of firm's previous experience on no more than three projects of a similar scope, complexity and value; including the title, location, brief description of work, and dollar value. 3.Verification of SDVOSB or VOSB from the Center of Veterans Enterprise (CVE) if applicable. Responders should be "short and to-the-point" and limited to one - two pages maximum. Responders are also requested to register on the "Interested Vendors List". This RFI is issued for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201 (e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The Government is under no obligation to issue a solicitation or to award a contract related to this project. NO FURTHER INFORMATION IS AVAILABLE AT THIS TIME. THIS RFI IS FOR MARKET RESEARCH ONLY. This RFI will expire at 4:00pm on February 14, 2014. PHONE CALLS WILL NOT BE ACCEPTED.
