- This synopsis serves as a pre-solicitation notice / procurement synopsis for the High-Speed Anti-Radiation (HARM) Targeting System (HTS) Contractor Logistics Support (CLS) contract. The Air Force Life Cycle Management Center (AFLCMC), Air Force Material Command (AFMC), Lethal SEAD/DEAD Branch (EBAS) intends to award a follow-on sole source contract to Raytheon Company, Missile Systems Division, 1151 E. Hermans Rd, Tucson, AZ 85706-9367. This effort is to provide HTS CLS, including depot repair services and sustaining engineering for HTS pods, as well as a variety of other HTS sustainment-related services on an as needed basis, thereby maintaining HTS availability for the war fighter with performance beginning 1 December 2014. This pre-solicitation notice covers all CLINs under the proposed contract, including any option CLINs and other CLINs for non-recurring work. HTS CLS is anticipated to have a Firm-Fixed Price (FFP) CLIN for the repairs and a Cost-Plus-Incentive Fee (CPIF) CLIN for the indirect factory costs. Any non-recurring efforts will be awarded on an as-required basis under separate over and above CLINs and could use any of the contract pricing types available, i.e. FFP, Cost-Plus-Fixed Fee (CPFF), or Cost-Plus-Incentive Fee (CPIF). The contract is planned to be awarded in November 2014 as a one-year contract with three one-year options (anticipated total performance period is 1Dec 14 - 30 Nov 18). The Government currently intends to solicit and negotiate a RFP with only one source under the authority of FAR 6.302-1 (a) (2) (iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to this requirement. A copy of the RFP will be provided and potential offerors will be required to submit a Statement of Capability (SOC). The SOC shall include the following information: (1) Experience working with electronic warfare hardware. (2) Current history on performing repairs to electronic warfare hardware and pods. (3) Security level of the facilities where you plan to make the repairs. (4) And, an explanation of how long you believe it will take to begin repairs if awarded a contract. Potential offerors shall limit the SOC to 25 pages. This notice of intent is not a request for competitive proposals. However all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition. Based upon market research, the Government is not using the policies contained in FAR, Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Raytheon Company is the producer of the HTS pod. The pod is no longer in production, therefore the Government will not be able to provide government property, government special tooling, and/or special test equipment to any prospective new source. The Government does not own the technical data package and does not currently having funding to qualify a second source for repairs. The Government plans to issue the final RFP on 7 Mar 2014. The appropriate NAICS Code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard $6.5M. An Ombudsman has been appointed to address concerns from offerors or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
