- Description
- The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole-source, firm fixed-price delivery order under Basic Ordering Agreement N00019-11-G-0001 and a modification to MYIII Contract N00019-09-C-0019 with The Boeing Company to implement ECP-6450 which will modify the Upgraded Solid State Recorder (USSR) video detection circuitry to accommodate color recording capability over a larger range of lighting conditions to integrate with other Government Furnished Equipment camera devices. ECP-6450 includes a companion update to the Operational Flight Program (OFP) software required for the USSR hardware modification to function properly. The Boeing Company is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support this system. The Boeing Company is the sole source designer, manufacturer, and integrator for the F/A-18 aircraft. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. Interested sources are requested to submit a Capabilities Statement demonstrating expertise and experience necessary to meet the Navy's requirements. The Capabilities Statement shall demonstrate the ability to complete the required work within the proposed schedule. The Capabilities Statements are due within 15 calendar days of the posting of this synopsis and should be submitted electronically to the following e-mail addresses: robert.e.seeger@navy.mil. This synopsis contains the most current information available and is subject to change. Notification of any changes will be made by a modification to this synopsis. If no responses are received within fifteen (15) calendar days, a contract may be awarded without further notice.
