- Description
- The Philadelphia Office of NAVSUP FLC ™s Contracting Department intends to issue a Request for Proposals (RFP) for services in support of the Center for Personal and Professional Development ™s (CPPD) Navy College Program Afloat College Education (NCPACE). This RFP will be for two interrelated requirements- Instructor Led and Distance Learning college courses, and awarded under one contract. The Instructor Led courses will be offered on Navy vessels and remote locations worldwide. The Distance Learning courses will be offered via the use of technology (CD-ROM, IPOD, PDA, and VTC). Both programs must be student-centric, student friendly, and appropriate for the distinct and varying circumstances of the sea going Sailor. The programs must also focus on degree completion. In both requirements, the offeror will be providing undergraduate and graduate classes as well as and academic skills (Effective writing/English and Mathematics). For Instructor Led courses, Instructor onboard ships shall be medically fit and meet the academic requirements entailed within the SOW. There is a minimum enrollment of 10 students per class. Also, at a minimum, each offeror should provide an Associates ™ Degree Program in General Studies/Liberal Arts and a Bachelor ™s Degree in Liberal Studies for IL courses. For Distance Learning courses, the contractor must provide the IL degree minimums plus graduate level courses in the field of Information Systems/Technology Management, Operations Management, Financial Management and Business Management. Additionally, the contractor must have the following minimum hardware and software requirements for each site authorized to access the NCMIS program: 4 Gigabytes of RAM, 8 Gigabyte recommended, 32 BIT or 64 BIT P/C, Web access, CD-ROM drive, and Windows 2008 operating system. All instructors provided shall be offered by an accredited college by an accrediting agency recognized by the Department of Education. All NCPACE provider institutions offering undergraduate courses shall be members of Service members Opportunity Colleges “Navy (SOCNAV). Membership in the Navy College Program Distance Learning Partnership (NCPDLD) is encouraged but not required. It is anticipated the RFP be issued in March 2014 timeframe. The RFP shall require submission of a technical proposal. Award date is anticipated in September 2014 and services to commence 30 days after award. It is anticipated that FAR Part 15 will be utilized. It is anticipated these services will be procured on an unrestricted, full and open basis. FAR Clause 52.217-8, Option to Extend Services, will be included in this solicitation and used to evaluate all offers at time of award. The anticipated award will be for a base period of 12 months, with two one year options. These services are currently provided under contracts N00189-09-D-Z059 and N00189-09-D-Z060. It is the intention of the Navy to issue the RFP through electronic means to be available upon issuance at http://www.navy.neco.mil. The applicable NAICS Code is 611699.
