- NASA/GSFC has a requirement for Bus Controllers to support the testing, launch and operation of the J1 spacecraft. The Spacecraft and Ozone Mapper Profiler Suite (OMPS) will allow for more accurate simulation of the spacecraft and execution of the Flight Software binaries. Additional information on items needed are as follows: 1.Seven (7) 1553 Bus Controllers 2.Fourteen (14) Standard 16 inch 1553 Cables 3.Shipping NASA/GSFC intends to purchase the item from Alphi Technology Corporation. It is our understanding that Alphi Technology Corporation is the only vendor that can supply the requirement because of the uniqueness of the Bus Controllers to mirror the flight hardware. The unique hardware components are based on Ball Aerospace Technology Corporation (BATC) proprietary JPSS-1 Spacecraft Bus and Ozone Mapper Profiler Suite (OMPS). The hardware is custom designed to run in a real-time high precision processor environment that includes requirements for data handling, data processing, spacecraft attitude control and navigation, and fine granularity timing that is critical for flight-like performance. These requirements drives an implementation that is an exact replica of the target hardware used by the manufacturer to insure the BATC proprietary software will execute on the hardware platform unmodified. Procuring hardware that is different than that specified can introduce risks to the JPSS program that BATC provide software will not execute correctly on the target processor environment. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Odessia Becks via e-mail at Odessia.H.Becks@nasa.gov, not later than 4:30 p.m. east local time on February 21, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
