- Layberth Services all U.S. Coasts for 3 LMSR and 5 MPF ships MARKET SURVEY PM5-14-016 06 February 2014 From: COMSC N1033 Subject: U.S. West Coast, Gulf Coast or East Coast Layberth Services for Three (3) Government-owned Large Medium Speed Roll-on/Roll-off Ships (LMSRs) and Five (5) MPF ships as stated below. THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. Military Sealift Command (MSC) requests information about the cost and availability of providing U.S. West Coast, East Coast or Gulf Coast layberths capable of berthing one, any or all eight of the Government-owned ships described in this market survey. A contract for these services could commence as early as October 2014. Vessels: 1. Three BOB HOPE class: USNS BOB HOPE (T-AKR 300), USNS MENDONCA (T-AKR 303), USNS BRITTIN (T-AKR 305) Draft = 31 ft. Length Overall = 949 ft. 9in. Beam = 105 ft.10in. 2. Three KOCAK class: USNS SGT MATEJ KOCAK (T-AK 3005), USNS MAJ STEPHEN W. PLESS (T-AK 3007), USNS PFC EUGENE A. OBREGON (T-AK 3006) Draft = 33 ft. 6 in Length Overall = 821 ft. Beam = 105 ft. 6in. 3. USNS LCPL ROY M. WHEAT (T-AK 3016) Draft = 35 ft. 3 in. Length Overall = 864 ft. Beam = 106 ft. 4. USNS 1ST LT HARRY L. MARTIN (T-AK 3015) Draft = 35 ft. 11 in. Length Overall = 754 ft. Beam = 106 ft. NOTE - The preference is for the same ship class to be moored together or in immediate vicinity Layberth facility requirements. a. Berths with acceptable water depth, turning basin, mooring points and fittings, and fendering to safely berth one or more of the ships described. Roadside security b. Parking spaces for 14 vehicles. c. Suitable access roadways d. Ship services, including i. Shore power ii. CHT removal iii. Garbage removal iv. HAZMAT removal v. Oily waste removal vi. Potable water vii. Steam CONTRACT STYLE: Firm-Fixed Price with reimbursable elements. Period of performance would be one year base period with four, one year option periods. Reimbursable elements include potable water, fuel for steam generation, electricity, connect and disconnect of services for underway and docking and directed work (dredging etc.). 2. Interested parties shall furnish the following minimum information: COMPANY INFORMATION a) Name of company; b) POC, Telephone Number, Fax Number, Address, and e-mail address (if available); c) Small business standing (i.e., small or large business; HubZone status); LAYBERTH AND RATE INFORMATION a) Description, layberth capacity, proposed configuration and location of proposed layberth facilities b) Daily cost estimate for berthing (per ship) c) Time frame necessary to dredge or make necessary changes d) Whether your company is proposing for one, some, or all of the eight (8) vessels e) Any pertinent questions and/or comments 3.
