- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No solicitation package is available at this time. Consequently, this notice shall not be considered a request for proposal, invitation for bids or in any way an obligation on the part of the Government to acquire products or services. The purpose of this Sources Sought Notice is to conduct market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. Your response to this notice will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government as a result of contractor submission of responses to this notice, or the Government use of any information provided shall arise. If a solicitation is later released the same will be announced/posted in the official Government Point of Entry (GPE) with sufficient time for all interested parties to respond accordingly. It is the potential business concerns responsibility to monitor this site frequently for the release of any solicitation. Interested parties shall respond to such solicitation in order to be considered for award. This Sources Sought Notice is open to large and small businesses and all socio-economic categories. Competition and set-aside procedures will be based on the results of this market research. ALL PROSPECTIVE OFFERORS SHALL RESPOND TO THIS SYNOPSIS VIA INTERNET E-MAIL NO LATER THAN 14 FEBRUARY 2014 @ 4:30 P.M. LOCAL TIME. TELEPHONE REQUESTS FOR SOLICITATIONS WILL NOT BE ACCEPTED. The applicable NAICS code is 532420 Office Machinery and Equipment Rental and Leasing, with a small business size standard of $30 M in annual revenue. Information provided in response to this notice will assist the VA Caribbean Healthcare System to determine the acquisition strategy, including but not limited to: (a) Requirements definition and determination of commercial availability (b) Socio-economic set-aside decisions; (c) Potential use of existing government-wide contract vehicles; (d) Contract Line Item/Pricing structure; REQUIREMENTS The VA Caribbean Healthcare System (VACHS) manages approximately 100 office multi-function copiers to support the services provided to the veteran population thorough the system. It is estimated that 90% of the copiers will be located within the San Juan premises and the remaining 10% of copiers will be located in the following facilities: Ponce Community Base Outpatient Clinic (CBOC), Mayaguez CBOC, Arecibo CBOC, Guayama CBOC, Ceiba Rural Clinic, St. Thomas and St. Croix CBOC's. The Department of Veterans Affairs is seeking information on sources who can meet the requirements of the VACHS to provide comprehensive service for the furnishing, maintaining and supplying of several multifunctional equipment models, maintenance and consumable supplies to the facilities mentioned above. In addition, the VACHS will require one contractor staff member stationed at the VACHS to provide technical support services and equipment/supplies inventory management. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail by COB February 14, 2014 to Maribel.santadelapaz@va.gov RESPONSE CONTENT AND FORMAT Your capability statement should demonstrate a firm understanding of the requirements, addressing the following: (a) The Government is not interested in marketing responses and such generic documents will not be considered by the Department. Only responses meeting these specific instructions shall be included in the Department's market research analysis. (b) Failure to comply with any of these instructions may result in removal of the response from the Department's market research analysis. The Department is under no obligation to request clarification or additional information not provided in the initial response. (c) Responses shall identify the respondent company name, Socio-economic group (i.e. a large, small, 8a, veteran owned small business, service disabled veteran owned small business, etc.), DUNS Number, CAGE Code, complete street address, Point of Contact (POC) First and Last Name, POC Telephone Number, and POC Email address. (d) Responses shall identify the brand name(s) and sample model numbers of multifunction copiers and consumable supplies. No detailed specification sheets are being requested at this time. (e) Responses shall describe/address company capabilities with regard to services required to include but not limited to: delivery of copiers and installation, delivery of supplies, consumables inventory maintenance, repair services, on-site contract staff member, copier's replacement and warranty. (f) Responses shall describe the company pricing methodology options, to include how copier leases are priced (i.e. fixed/flat rate of some type. (g) Responses must identify whether the suggested copiers, consumable supplies, maintenance and associated management services are available on a single government-wide contract vehicle, and provide contract # and Special Item Number (SIN). (h) Responses shall provide alternative technology/service/pricing/management suggestions or an explanation of how the government can meet its performance objectives with alternative commercial items. (i) Responses must identify the extent to which the copiers, consumable supplies, etc. suggested include recycled or remanufactured content in accordance with applicable federal regulations, as well as whether the copiers conform to Energy Star standards, and any other environmental standards applicable to copiers, supplies, and consumables. (j) All responses must be submitted in Adobe.pdf document. The response content, shall not exceed 10 pages, with a font size no smaller than 10 point Times New Roman or similar.
