- This is a Research and Development (R&D) Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential R&D requirement. Small Businesses are encouraged to respond. BACKGROUND A repository of human cells, selected for their possible aid in understanding the process of aging, was established by the National Institute for Child Health and Human Development in 1974. This repository came under the National Institute on Aging (NIA) control in 1976 and has since been expanded to include animal cultures as well as human. The repository has served the aging research community by providing investigators with cultures of high quality, well-characterized and uncontaminated cell lines for studying the biology of aging. PURPOSE AND OBJECTIVES The National Institute on Aging (NIA) supports research on the biology of aging and age-related conditions and diseases. The purpose of this acquisition is to continue the operation of the Aging Cell Repository which serves as a resource to facilitate biogerontology research by providing high quality, uncontaminated, well-characterized, cell lines to investigators. PROJECT REQUIREMENTS The principal goals the Government hopes to achieve through this contract include: 1) collection of biological specimens from a broad spectrum of species, including humans and non-human primates and other animal species, that exhibit some feature that makes them valuable for biogerontology research; 2) from these biological specimens, prepare cell cultures of high quality, i.e., uncontaminated, well characterized, and clinically documented; 3) generate induced pluripotent stem cells (iPSC) from cell lines in the cell repository; 4) store the cell cultures under very specialized conditions, i.e., in liquid nitrogen; and 5) remove from storage, expand, and distribute to investigators upon request. REPORTS/DELIVERABLES Quarterly Progress Reports to include the description of the work performed during the reporting period; and a Final Progress Report to include the status of the aged cell bank at the end of the contract period will be required. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is one 12-month base year with four 12-month option years. The anticipated award date is February 1, 2015. OTHER IMPORTANT CONSIDERATIONS The Government is expected to use procedures in FAR Part 15. The North American Industry Classification System (NAICS) code is 541712 with a size standard of 500 employees. CAPABILITY STATEMENT/INFORMATION SOUGHT a. Capability Statement - Respondents to this notice must provide, as part of their response, a capability statement to include the following: (1) information regarding the respondents' (a) staff expertise, including their availability, experience, and formal and other training related to the scope of this requirement; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and, (e) examples of prior completed Government contracts, references, and other related information; (2) respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZone, etc.), pursuant to the applicable NAICS code; and, (3) any other information that may be helpful in developing or finalizing the OPDIV's acquisition requirement. b. Information Submission Instructions - Respondents should provide responses accordingly: (1) submit information both electronically and by mail. No telephone or facsimile responses will be accepted; (2) format capability statements using Microsoft Word or Adobe PDF including attachments, resumes, charts, etc. Use single space, 12 font minimum and 8 ½ x 11 size paper; (3) organize material in such a manner that clearly identifies and addresses capability requirements and provide an executive summary; (4) capability statement should not exceed ten (10) single sided pages including references; (5) respondents must send two original copies via mail and one electronic copy via email; (6) RESPONSES SHOULD BE RECEIVED NO LATER THAN February 19, 2014 at 2:00 PM LOCAL TIME; (7) include respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses; and (8) send responses to this notice via email to fred.ettehadieh@nih.gov. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
