Description
The Naval Surface Warfare Center, Panama City, Division intends to award on a firm fixed price commercial item order to Aerospace Optics, Inc. (DBA Vivisun), 3201 Sandy Lane, Fort Worth, TX 76112 for the manufacture of one hundred and sixty (160) Programmable Multi-Function Push-Button, P/N 5000-P-5551 PMP, forty (40) Refresh Processing Unit, P/N 5000-R-5520 RS422 RPU and one hundred and sixty (160) Cable-up, P/N 5000-C-1118. This purchase is not suitable for full and open completion for the following reasons. The Naval Sea Systems Command (NAVSEA) has previously conducted an extensive qualification program for manufacturers of Landing Craft, Air Cushion (LCAC) Command, Control, Communications, Computers & Navigation (C4N) components and has determined that it is necessary to purchase the same components for all System Baseline Configuration (SBC) 3 SLEP craft to reduce the impacts to logistics and the Fleet mission during wartime efforts. This qualification program involved formal testing to ensure one-hundred percent (100%) compatibility with the LCAC C4N systems. Only these items, provided by Aerospace Optics Inc. have been approved for LCAC C4N use. No substitutes will be accepted. Any questions relating to this announcement are due 5 days from the date of this notification is published, and no later than 1400 local time (CST). A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement by email to the Contract Specialist. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001 within 26 weeks after award. The resultant award will be a firm fixed price commercial item order. The NAICS code is 335931 and the FSC is 2090. Anticipated award date will be on or about 16 May 2014. Small business size standard is 500 employees. The Department of Defense will no longer award contracts to contractors not registered in the System for Award Management (SAM) database located at www.sam.gov
