Description
HHED Requirements HHED_System Questionnaire Seeking Sources for Comparative Test and Evaluation of Trace Handheld Explosive Detection Systems for United States Navy Next Generation Handheld Explosive Detection System (USN-HHED) The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking Commercial-Off-The-Shelf (COTS) systems capable of detecting trace amounts of energetic materials. In response to the attack on the USS COLE, the United States Navy (USN) fielded a Hand-Held Explosive Detection (HHED) capability to all USN vessels. The legacy system is currently approaching the end of its service-life and a replacement HHED system is required. In pursuit of this goal, NSWC IHEODTD will be conducting a comparative Test and Evaluation (T&E) of HHED systems to determine which HHED system best meets the Navy's requirements. HHED systems submitted in response to this Sources Sought Notice (SSN) will be assessed against the HHED system requirements document posted with this SSN. To be formally considered, HHED systems submitted to this SSN must at a minimum possess the following attributes: •1. The HHED shall be capable of meeting or exceeding the explosive detection and detection effectiveness threshold requirements for the energetic materials listed in Section 3.1. - Primary Explosive Detection Requirements. •2. The HHED shall not contain or require a radiation source for system operation. 3. The HHED shall not contain or require hazardous chemical reagents (strong acids and bases, volatile organic compounds, etc.) in a configuration where the system operator may come into direct contact with chemical reagents. 4. Consumables required for the operation and maintenance of the HHED shall not require refrigeration and should have a shelf life of at least 9 months. The energetic materials listed in Section 3.2. - Secondary Explosive Detection Requirements are not considered a critical system attributes however additional consideration will be given to HHED systems with this capability. Vendors are encouraged to submit information for HHED systems which meet or exceed the requirements listed in the HHED system requirements document. Responses to this SSN should include documentation which fully explains the HHED system's technology features, capabilities, and performance. NSWC IHEODTD plans to evaluate all submissions against the HHED system requirements document. After a down selection process, the 2-3 HHED systems that best meet the requirements will be selected for the full comparative evaluation. In the initial down selection phase, submissions will be evaluated against the HHED requirements document to determine if the offered HHED system meets or exceeds the minimum system requirements. If necessary, a short laboratory down selection test will be conducted to select the 2-3 systems for the final comparative T&E. The comparative T&E will consist of laboratory and field testing to determine each system's capabilities and limitations against a broad range of energetic materials. Environmental testing will be conducted to verify each system's capability to withstand harsh environmental conditions. Following completion of the T&E, a final report will be written and available for use by government agencies, Department of Defense services, and law enforcement organizations. This announcement serves to survey product availability and is NOT a formal solicitation, or Request for Proposal (RFP). The results of the T&E will help the Navy to determine if any direct contract awards will be made based on the outcome of the evaluation. It may be possible that none of the tested systems meet the Navy's needs; therefore a contract award is not guaranteed. This synopsis is for information and planning purposes ONLY and is not to be construed as a commitment by the Government. Our intent is to test technologically mature and market ready equipment. Interested entities are encouraged to respond by providing a completed HHED System Questionnaire and providing additional technical documentation to include: • Photograph of system and screen shots while in operation. • Relevant sales brochures for system • Validated Test Results. Summary of vendor and/or third party certifications and/or documented test results (additional published technical documentation may be submitted separately). Place special emphasis on any environmental, ruggedization, or MIL-STD testing that has been completed.
