Description
The Mission and Installation Contracting Command - Knox and the Program Execute Office Enterprise Information Systems (PEO EIS) Program Director for Human Resources Solutions are conducting an Industry Day event at Fort Knox, KY on 9 December 2013. In addition, they will be conducting one-on-one appointments from 9 December 2013 through 11 December 2013 to encourage exchange of information between the Government and industry. The Human Resources Solutions contracts will provide Department of Defense (DoD) organizations with qualified contractors to support Human Resources needs in four mission areas: Studies and Analysis (S&A); Management and Administrative Support (MA&S); Personnel Services Support (PSS); and Recruitment and Retention (R&R). Services shall be performed throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations (i.e., Korea, Japan, Europe, and Puerto Rico). Please see attachment 1 for detailed information on the scope of each mission area. The anticipated North American Industrial Classification System (NACIS) code for this acquisition is 541612, Human Resources Consulting Services for the S&A, R&R and PSS mission areas. The Government anticipates using NAICS 541611, Administrative Management and General Management Consulting Services for the M&AS mission area. The size standard for both NAICS is $14 Million. The Government will hold an Industry Day event on 9 December 2013, starting at 0900 with sign-in starting at 0800. Furthermore, there will be a general morning session followed by one-on-one appointments with vendors on 9 December 2013, beginning at 1300. One-on-one appointments will also be available on 10 and 11 December 2013, beginning at 0830. The purpose of the one-on-one appointments is to answer questions about the requirement and allow the Government to obtain specific feedback from industry. Each company will be allotted 20 minutes for the one-on-one appointments. The Government will provide directions to the Industry Day event and to one-on-one meetings via e-mail once the vendor registers for the event and requests a one-on-one appointment. 1.Industry Day registration: Please follow the instructions in attachment 2 to complete the registration process. There will be a $5.00 fee for each participant. Please read the entire instructions before starting the registration process. 2.One-on-one appointments: a. Attendance at one-on-one appointments will be limited to a total of five (5) representatives per contractor team (prime and subcontractors). b. Companies interested in requesting a one-on-one appointment must convey their interest by completing the one-on-one appointment request form in attachment 3. Please include the completed request form along with a primary contractor point of contact (name, contract number, and email address) via email no later than 12:00 pm Eastern time on 2 December 2013. Please submit this information to Monica E. Clemons, Contracting Officer, at monica.e.clemons.civ@mail.mil and Raymond Naraine, Contract Specialist, at Raymond.s.naraine.civ@mail.mil. A Government representative will contact the primary contractor POC as soon as possible, but no later than 3 December 2013 with their one-on-one day/time allotment. Appointments will be made on a quote mark first come-first serve quote mark basis. c. Please do not bring materials for distribution, as the HR Solutions Team will not accept any materials offered. d. The one-on-one appointments will consist of any information on contractor/contractor team capabilities, experience that the participants would like to share, and an open ended question format. All questions and answers will be documented by the Government HR Solutions Team, and a summary of all questions (unattributed to the requesting contractor) and answers from the Industry Day and one-on-one meetings will be posted on FedBizOpps. e. The 20 minute time limit will be strictly adhered to because of time constraints. 3.Advance Questions: If you have any specific questions regarding the HR Solutions program you would like the Government to answer during the Industry Day event, please submit them to Monica E. Clemons, Contracting Officer, at monica.e.clemons.civ@mail.mil and Raymond Naraine, Contract Specialist, at Raymond.s.naraine.civ@mail.mil no later than 4:00 pm Eastern time on Monday, 25 November 2013. 4.Request for Industry Feedback: The Government has identified several areas were feedback from industry will be greatly appreciated. Consequently, the Government requests that all interested parties, regardless of business size under the anticipated NAICS, review the summary of issues identified in attachment 4. Any feedback received in regards to the identified issues or any other issues identified by industry is valued and will be seriously considered. Feedback may be provided in the form of a white paper emailed to the Government POCs identified below, during the industry day, or during the one-on-one meetings; however, the Government reminds interested parties that the vendor will have a strict 20 minute one-on-one meeting time limit. 5.Industry Day briefing slides and attendance sheets will also be posted to FedBizOpps. Recommend interested parties to periodically check the Federal Business Opportunities website (www.fbo.gov or www.fedbizopps.gov) for pertinent information regarding this procurement. 6.Government POCs are Monica Clemons and Ray Naraine at: monica.e.clemons.civ@mail.mil and Raymond.s.naraine.civ@mail.mil. Please do not include or attach brochures in addition to your response. The Government will not reimburse any concern for any information that is submitted in response to this posting or travel costs incurred as a result of participating in the industry day event. Any information submitted is voluntary.
