Description
Responses are due no later than 12:00 p.m. eastern standard time February 20, 2014. This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), request for proposal (RFP), or invitation for bid (IFB) or as an obligation or commitment on the part of the Government to acquire any product or service. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from Small Businesses concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. This notice does not obligate the government to award a contract, issue a solicitation, or pay for any proposal preparation costs. Should a full requirement arise, the full requirement will be detailed in the solicitation, if issued. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses are to be sent via email to Caroline.J.Schleh@usace.army.mil no later than 12:00 p.m. eastern standard time February 20, 2014. Project Description: This is a construction project of a Vehicle Control Point (VCP) located on Fort Meade, Maryland. The work includes, but is not limited to, construction of VCP facility, utility extension work, phased construction of new travel lanes, anti-ram vehicle barriers, earthwork, concrete curbs and gutters, micro bio-retention facilities, security fencing and gates, guardrails, paving, overwatch booths, electrical duct bank, extensive electrical and data wiring, power distribution and monitoring systems, overhead speed and wrong way detection systems, seeding and sodding, exterior signage, pad-mounted transformers, exterior lighting including security, pavement markings, storm drainage utilities, and incidental related work. The work shall be completed within 365 calendar days from receipt of notice to proceed. The magnitude of the requirement is $10-25M. This is a Design-Bid- Build construction project. Work performed will be within the North American Industry Classification System (NAICS) Code 236220 with a small business size standard of $33.5 Million. Interested Small Businesses with single and aggregate bonding capacity to support this project should submit a narrative demonstrating their experience in construction projects of this magnitude, which include experience in site development wit road construction and VCP construction, security facility construction and or toll booth installation with utility work. At a minimum, please include the following information in your response: 1) Federally designated small business category: Small business, Woman-Owned Small Business, HUBZone, Service Disabled, Veteran-Owned Small Business, 8(a); 2) Bonding capability: provide bonding capability for single project and aggregate; 3) Experience with new and existing DoD facilities within the Baltimore-Washington- Northern Virginia area; 4) Detailed capability statement Capability statements should demonstrate a history of relevant construction experience, with a primary focus on same or similar projects. Information should include contract/project number, project title, project cost, point(s) of contact with phone number and e-mail information, and in what capacity (e.g., prime, subcontractor, etc.) the work was performed. Narratives shall be no longer than five pages. Email responses are required and should be submitted to Caroline.J.Schleh@usace.army.mil. Comments may be in any format, but must include submitter's business name, cage code, point of contact, phone number, and email address. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
