Description
SOURCES SOUGHT NOTICE - THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. This notice is for planning purposes only. The Connecticut National Guard will not be responsible for any costs incurred by interested parties responding to this notice. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $33.5 million. The project will consist of repair and renovation of an aircraft maintenance and hangar facility to support 8 PCAA C-130 aircraft. Overall, the facility will accommodate a general purpose maintenance hangar; maintenance and training operations; and new maintenance shop requirements. Reconfigure facility interior to accommodate aircraft, shop and administrative support requirements. Relocate interior walls, utility systems, fire protection, and alarms and renew interior finishes as necessary. Consolidate shop functional and support spaces. Reconfigure utility services, lighting, and support equipment in hangar bay. Reconfigure existing HEF fire systems from protection of A-10 aircraft to support C-130 aircraft. Replace and reconfigure HVAC systems and modify interior electrical systems and lighting as required. Modify facility fire detection. Interior building systems, where modified, shall include an open floor plan with office and shop areas to support workspaces divided by demountable systems-furniture style partitions, wired to support open office systems furniture. Upgrade water services and expand communications support infrastructure, as required. Provide smart meters and direct digital controls. Relocate adjacent vehicle parking areas. The magnitude of this project is between $5,000,000 and $10,000,000. Your attention is directed to FAR Clause 52.219-14(b)(3) which states quote mark The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. quote mark All interested parties responding to this sources sought request shall, at a minimum, submit the information requested in the attached document titled quote mark Sources Sought Information Request Form. quote mark This submission must include: (1) Positive statement of intent to bid as a prime contractor, and (2) A completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) A letter from your surety with your maximum bonding capacity per project. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a solicitation. Interested small businesses should indicate interest by submitting the required information via email, as early as possible, but no later than 1:00 PM Eastern Time on February 25, 2014. Electronic submissions are the only acceptable means, do not mail or fax your submission. Submit electronic copies to diana.y.marini.civ@mail.mil AND Thomas.e.tortorella.mil@mail.mil. Submissions are restricted to eight (8) pages maximum.
