Attachment G - Pricing Spreadsheet Attachment F - San Diego Wage Determination Attachment E - QASP Attachment D - Past Performance Questionnaire Attachment C - Past Performance Information Form Attachment B - Small Business Plan Attachment A - Experience Information Sheet Performance Work Statement SF1449 Solicitation Synopsis/Solicitation Notice This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, and FAR Part 15, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation on FedBizOpps; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-70, effective January 1, 2014 and DFARS Change Notice 20131231. NAICS code: 611692 Small business size standard: $7M The Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract in support of this effort. Task orders will not be competed after award. This acquisition will utilize Best Value Tradeoff source selection procedures in accordance with FAR 15.101-1, as supplemented. This is a competitive tradeoff, best value source selection in which technical evaluation factors are considered in addition to price. By submission of its offer, the Offeror accepts all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements. Failure to meet a requirement may result in an offer being excluded from competition and not evaluated any further. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale. Offerors are advised that the Government intends to evaluate proposals and award without discussions or any contract concerning the proposals received. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing a competitive range. The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. Please refer to the attached solicitation (SF1449) for more detailed information. DEADLINE FOR RFP RELATED QUESTIONS: All questions regarding this requirement shall be submitted electronically to warcom.contracts@navsoc.socom.mil AND laura.patterson@navsoc.socom.mil, by 1:00 P.M. (PST) at least 5 days before proposals are due to allow adequate time to prepare a response. The subject line of the email must include "H92240-14-R-0005 Attn: Laura Patterson." Any questions concerning this requirement must be submitted in writing. PROPOSAL SUBMISSIONS: Proposals are due by 28 FEB 2014, at 12:00 p.m. Pacific Standard Time (PST). Proposals shall be submitted electronically to warcom.contracts@navsoc.socom.mil AND laura.patterson@navsoc.socom.mil. The subject line of the email must include "H92240-14-R-0005 Attn: Laura Patterson." Proposals must be valid for 180 days. Contractors are responsible for verifying receipt of their proposals to at this office before offer due date and time. Emails over 10 MB are not acceptable. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO ensure it monitors the FedBizOpps.gov internet site for the release of solicitation amendments. All prospective contractors are required to be registered in the System for Award Management (www.sam.gov) database. Failure to register in the database will make an offeror ineligible for award.
