- Description
- The U.S. Department of Education, Federal Student Aid (FSA) is currently contemplating the release of a Request for Proposal (RFP) to acquire Technical Design and Development services in support of the Integrated Partner Management (IPM) Initiative for Iterations 2 and 3. The following Statement of Work (SOW) is being released in draft form to solicit vendor feedback. It is anticipated that an RFP will be released via FedBizOpps within the next fifteen (15) days utilizing the Small Business Administration's 8(a) Program. In accordance with FAR 19.805-1(a), competitive 8(a) procedures shall be used. In addition, FSA will be using a two-phase solicitation approach in accordance with the procedures set forth in the Department of Education Acquisition Regulation (EDAR) Subpart 3415.302-70. Interested vendors are encouraged to review the draft SOW for IPM Iterations 2 and 3 and submit any questions and/or comments to the points of contact listed above. All questions or comments must be submitted via email by Wednesday, February 12, 2014 at 3:00 pm. EST. No phone calls will be accepted. NOTE : While the submission of questions or comments is encouraged, vendors should be aware that the Government may not release responses to the public. However, the feedback provided by the vendor community may be utilized by the Government to further develop the requirements documents for the IPM initiative. This notice does not constitute a RFP nor does it commit the Government to contract for any supply or service whatsoever. FSA is not seeking proposals at this time. As stated above, any future RFPs associated with this effort shall be released via FedBizOpps and vendors will be required to respond accordingly. Additionally, not responding to this notice will not preclude participation in any future RFPs, if or when released.
