- ***Amendment 0001 is now available for download at www.fbo.gov*** **Plans and specs are now available for download at www.fbo.gov** Construct a large detachment standard design Battlefield Weather Support Facility to include, flight administration and support areas, equipment support bay with arms vault and storage, readiness/personnel support bay, covered hardstand, organizational vehicle parking with apron. Work also includes building information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Heating and air conditioning will be provided by self contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided as required. Demolish 1 building (TOTAL 372 m2/4,000 SF). Air Conditioning (Estimated 130 kWr/37 Tons). Contract Duration is 330 days. The estimated price range is $1,000,000 to $5,000,000. The proposals will be evaluated using a best value tradeoff source selection process. Proposals will be evaluated by a team of Government personnel in accordance with the following criteria: Past Performance, Technical, and Price and Pro Forma Information. All evaluation factors, other than price, when combined, are more important than price. A construction cost limitation will be provided with the technical requirements package. The ESTIMATED ISSUE DATE is 18 December 2013, with an approximate proposal due date of 26 February 2014. The solicitation will be available by download from the Internet only. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader.
